This publication describes the MASSCOTE methodology, illustrated by several applications in Asia. MASSCOTE is a comprehensive methodology for analysing the modernization of canal operation. The aim is to enable experts to work together with users in determining improved processes for cost-effective service-oriented management. It is based on previous tools and approaches widely used in Asia by FAO in its modernization training programme (rapid appraisal procedures and benchmarking). From diagnosis through the formulation of operational units and the planning of a service (based on the vision agreed upon with the users), MASSCOTE entails a systematic, ten-step, mapping exercise. Prepared by the Task Committee on Recent Advances in Canal Automation of the Irrigation Delivery and Drainage Systems Committee of the Irrigation and Drainage Council of the Environmental and Water Resources Institute of ASCE Canal Automation for Irrigation Systems focuses on the technical aspects of modernizing irrigation systems through use of automated canal control systems. Canal automation has always offered an opportunity to save water and improve the efficiency of irrigation water supply projects or irrigation district operations. Recent technological and engineering advances now enable more accurate control of water deliveries throughout all parts of an irrigation project. Using information collected from irrigation systems around the world in conjunction with new advances in control theory research, this Manual of Practice examines how and when to implement canal automation within the context of canal modernization. Topics include: the modernization process, constraints, and concepts; survey of irrigation physical infrastructure; SCADA systems; control operation concepts; canal hydraulic properties; control methods; verification of controller performance; and implementation of control systems. MOP 131 is an essential reference for professionals in agricultural and irrigation engineering, as well as owners, managers, and operators of irrigation water delivery systems.

The book presents documentary evidence of the insufficiency of rehabilitation works to close the gap between the irrigation service and actual area irrigated of publicly funded national irrigation systems in the Philippines. It outlines a methodology for formulating a modernisation plan for national irrigation systems with focus on the mostly ungauged, medium to small canal irrigation systems. The proposed methodology adaptively modified some known modernisation concepts and techniques and integrated them in a more holistic framework in the context of changing weather patterns and river flow regimes. It includes in-depth review of rehabilitation works; system diagnosis; revalidation of design assumptions on percolation and water supply; characterisation of system management, irrigation service and demand; and drawing up of options and a vision for the modernised irrigation systems. Central to the proposed modernisation strategy is the logical coherence among the design of physical structures, system operation and water supply so that improvements of irrigation service are possible. The book discusses the development of the proposed methodology and demonstrates its utility in two case study irrigation systems.

Initially associated with hi-tech irrigated agriculture, drip irrigation is now being used by a much wider range of farmers in emerging and developing countries. This book documents the enthusiasm, spread and use of drip irrigation systems by smallholders but also some disappointments and disillusion faced in the global South. It explores and explains under which conditions it works, for whom and with what effects. The book deals with drip irrigation 'behind the scenes', showcasing what largely remain 'untold stories'. Most research on drip irrigation use plot-level studies to demonstrate the technology’s ability to save water or improve efficiencies and use a narrow and rather prescriptive engineering or economic language. They tend to be grounded in a firm belief in the technology and focus on the identification of ways to improve or better realize its potential. The technology also figures prominently in poverty alleviation or agricultural modernization narratives, figuring as a tool to help smallholders become more innovative, entrepreneurial and business minded. Instead of focusing on its potential, this book looks at drip irrigation-in-use, making sense of what it does from the perspectives of the farmers who use it, and of the development workers and agencies, policymakers, private companies, local craftsmen, engineers, extension agents or researchers who engage with it for a diversity of reasons and to realize a multiplicity of objectives. While anchored in a sound engineering understanding of the design and operating principles of the technology, the book extends the analysis beyond engineering and hydraulics to understand drip irrigation as a sociotechnical phenomenon that not only changes the way water is supplied to crops but also transforms agricultural farming systems and even how society is organized. The book provides field evidence from a diversity of interdisciplinary case studies in sub-Saharan Africa, the Mediterranean, Latin America, and South Asia, thus revealing some of the untold stories of drip irrigation.

Modernizing irrigation systems in Central Asia could increase the productivity of the irrigation sector to meet growing food and export demand, while also improving farmers’ livelihoods. It could ensure greater irrigation efficiency and crop productivity amid growing water scarcity in the region and deliver cost-effective and reliable irrigation services to farmers. In addition, modernized systems could contribute to national development objectives such as climate resilient economic growth, food security and poverty reduction. This publication, geared to policy-makers, sector managers and technical experts, draws on the findings of a study carried out by an FAO team through the World Bank’s regional assistance programme “Exposure and Practical In-Roads to Modernizing Irrigation in Central Asia”. It is part of the Directions in Investment series under the FAO Investment Centre's Knowledge for Investment (K4I) programme.

This book aims at deriving governance and sustainability lessons from analysing the implementation and management of some major irrigation programs in the Mediterranean Region. Eight countries are targeted, namely: Spain, Italy, Albania, Turkey, Jordan, Egypt, Tunisia and Morocco. The main focus programs include the modernisation and rehabilitation of the existing irrigation systems, the transfer of irrigation management responsibilities to water users’ organizations, public private partnerships arrangements, the monitoring & evaluation of participatory irrigation management and transfer processes, and the governance of groundwater resources for irrigation. The adopted approach relies on learning from the value of each single experience, and on advancing solutions that emerge from their comparative analysis and that may be of guidance to those engaged in these programs. The country experiences indicated that often times, significant shortcomings in the implementation of these programs have occurred and hopefully, this book could be a source of inspiration for the corrective actions needed.

Irrigation is becoming an activity of precision, where combining information collected from various sources is necessary to optimally manage resources. New management strategies, such as big data techniques, sensors, artificial intelligence, unmanned aerial vehicles (UAV), and new technologies in general, are becoming more relevant every day. As such, modeling techniques, both at the water distribution network and the farm levels, will be essential to gather information from various sources and offer useful recommendations for decision-making processes. In this book, 10 high quality papers were selected that cover a wide range of issues that are relevant to the different aspects related to irrigation management: water source and distribution network, plot irrigation systems, and crop water management.
