In different areas of the world, much of the damage due to wind is caused by non-synoptic, local wind storm events, such as tornadoes and downbursts. In North America the damage due to these winds is more than 65% of total wind damage, and there are no guidelines or code implementations to deal with such catastrophic events. As we enter the third decade of the twenty-first century, current research is in its first phase of addressing these types of events, from their characterization, simulation, and loading, to collapse-mode effects on buildings and structures, as well as socioeconomic implications. Though most studies see such therapeutic effects happening right after disasters, this ethnographic study looks at long-term recovery assistance. Such extensive commitment results in beneficial consequences for survivors and their communities. For Mennonite Disaster Service volunteers, serving others reflects deeply upon their historic roots, cultural traditions, and theological belief system. In contrast to the corrosive blaming that erupted after hurricane Katrina, and feelings of neglect by those who experienced Rita and Ike, the arrival and long-term commitment of faith-based volunteers restored hope. This volume describes and explains how Mennonite Disaster Service organized efforts for the 2005 and 2008 Gulf Coast storms, following a well-established tradition of helping their neighbors. Based on deeply-ingrained religious beliefs, volunteers went to the coast for weeks, sometimes months, and often returned year after year. The quality of the construction work, coupled with the meaningful relationships they sought to build, generated trusting partnerships with communities struggling back from disaster. The U.S. Gulf Coast provides a valuable setting to study deeply connected natural and human interactions and feedbacks that have led to a complex, interconnected coastal system. The physical landscape in the region has changed significantly due to broad-scale, long-term processes such as coastal subsidence and river sediment deposition as well as short-term episodic events such as hurricanes. Modifications from human activities, including building levees and canals and constructing buildings and roads, have left their own imprint on the natural landscape. This coupled natural-human coastal system and the individual aspects within it (physical, ecological, and human) are under increased pressure from accelerating environmental stressors such as sea level rise, intensifying hurricanes, and continued population increase with its accompanying coastal development. Promoting the resilience and maintaining the habitability of the Gulf Coast into the future will need improved understanding of the coupled natural-human coastal system, as well as effective sharing of this understanding in support of decision-making and policies. Understanding the Long-term Evolution of the Coupled Natural-Human Coastal System presents a research agenda meant to enable a better understanding of the multiple and interconnected factors that influence long-term processes along the Gulf Coast. This report identifies scientific and technical gaps in understanding the interactions and feedbacks between human and natural processes, defines essential components of a research and development program in response to the identified gaps, and develops priorities for critical areas of research.
