Economic and political integration have been a perennial and neuralgic issue in the Caribbean agenda. This paper draws on the literature on trade, growth and regional agreements to discuss the motivation behind the Caribbean drive for integration, the results obtained so far and what is in stock for the future. It argues, with the help of descriptive statistics, an empirical growth model and a gravity model, that the traditional, trade related gains from regional integration have been and are bound to be limited because of (i) the countries' high openness; (ii) the limited size of the common, enlarged market; and (iii) the countries' relatively similar factor endowments. It also argues, though, that gains in the area of non-tradables, due to economies of scale which cannot be mitigated by trade and openness, can be substantial.

The study questions whether, after a decade of remarkable progress in trade reform, Latin America and the Caribbean really integrates into the global market, offering a promising rapid growth, and good jobs for its workers. For despite the incidence of the loosely called "knowledge economy", the concern prevails that most countries' rich natural resources, still are the determining factor for exports. Policy recommendations include fostering openness to trade, market access, and foreign direct investment flows, in addition to building human capital, institutions, and public infrastructure, without disregarding the natural advantages. To this end, policymakers should aim at developing educational systems that provide quality education, focused on lifelong learning, and training activities to build human capital. Emphasis should follow on research and development (R&D) incentives, and innovations systems, arguing that countries should experiment with taxation incentives, and subsidies to promote both private, and public investments in R&D, (dependent on the institutional capacity of governments to enforce tax laws, and monitor the quality of investments). Moreover, evidence in this report, suggests that information, and communications technology (ICT) can reduce coordination costs, enabling an effective industrialization, and market access.

Synopsis Better Pensions, Better Jobs by : Mariano Bosch
The Latin America and Caribbean (LAC) region has reduced its inequality and poverty, and is looking towards the future with greater optimism than in the past. As the region grows, new problems appear that economic policymakers must address. How to provide adequate pensions for the elderly is one such problem. This book offers an analysis of pension systems from the perspective of the functioning of the regions labor markets. It clarifies why, more than half a century after pension systems were created, only a minority of workers in the region save for their pension in the contributory systems through payroll taxes. The study points out that the problem lies not only in the lack of coverage, but also in the low level of benefits, even of contributory pensions. It argues that to design public policies for pensions, it is essential to understand the complex web of interactions between employers and workers that take place in the labor market.
