Synopsis Market Structure and Performance in Cellular Telephony - the Experience of China Compared to Other Countries by : Yonghong Chen
This project explores market structure and performance in cellular telephony. It contrasts China and other countries regarding the effect of market structure on mobile telephony performance and evaluates China's cellular sector performance relative to its declared public policy goals in telecommunications. The results indicate that lower market concentration can increase mobile penetration. The negative relationship of market concentration and price levels as well as the positive relationship of market concentration and labor productivity can be reasonably explained. This study finds evidence to support China's efforts to promote mobile telecommunications by encouraging competition. However, the benefits of increased competition are likely smaller compared to other countries. Regarding China's competition goals in telecommunications, the regulators have made a great effort in encouraging competition in the cellular sector and their efforts are well rewarded. However, they have room to foster an even more competitive market structure in order to reap even greater benefits.

China is the largest emerging market in the world, yet Western MNCs have invested significantly less there than their Asian MNC counterparts. Luo systematically compares Western and Asian investment strategies and their performance in China and draws lessons that Westerners must heed. He compares Western and Asian MNCs on their respective economic rationales, cultural proximity, strategy behavior, investment structure, business determinants, and performance differences. He also reviews foreign direct investment in China over two decades, outlines the economic environment facing MNCs today, delineates new policies that affect foreign investment and operations, and discusses China's entry into the World Trade Organization and the impact this will have on MNCs everywhere. The result is a needed contribution to the literature on international investment and the China market, particularly for upper level executives, analysts studying emerging markets, and scholars specializing in international business and expansion. In Part I, Luo reviews the experience of MNCs in China and the opportunities and challenges, today and in coming years. The paper uses an original international database on regulation, market structure and performance in the telecommunications industry to investigate the effects of entry liberalisation and privatisation on productivity, prices and quality of service in long-distance (domestic and international) and mobile cellular telephony services in 23 OECD countries over the 1991-1997 period. The data on regulation and market structure is analysed by means of factor analysis techniques in order to group countries according to their policy and market environments. Controlling for technology developments and differences in economic structure, panel data estimates show that prospective competition (as proxied by the number of years remaining to liberalisation) and effective competition (as proxied by the share of new entrants or by the number of competitors) both bring about productivity and quality improvements and reduce the prices of all the telecommunications services considered in the analysis. No clear evidence could be found concerning the effects on performance of the ownership structure of the industry (as proxied by both the public share in the PTO and years remaining to privatisation).

Though competition occupies a prominent place in the history of economic thought, among economists today there is still a limited, and sometimes contradictory, understanding of its impact. In Competition and Growth, Philippe Aghion and Rachel Griffith offer the first serious attempt to provide a unified and coherent account of the effect competition policy and deregulated entry has on economic growth. The book takes the form of a dialogue between an applied theorist calling on "Schumpeterian growth" models and a microeconometrician employing new techniques to gauge competition and entry. In each chapter, theoretical models are systematically confronted with empirical data, which either invalidates the models or suggests changes in the modeling strategy. Aghion and Griffith note a fundamental divorce between theorists and empiricists who previously worked on these questions. On one hand, existing models in industrial organization or new growth economics all predict a negative effect of competition on innovation and growth: namely, that competition is bad for growth because it reduces the monopoly rents that reward successful innovators. On the other hand, common wisdom and recent empirical studies point to a positive effect of competition on productivity growth. To reconcile theory and evidence, the authors distinguish between pre- and post-innovation rents, and propose that innovation may be a way to escape competition, an idea that they confront with microeconomic data. The book's detailed analysis should aid scholars and policy makers in understanding how the benefits of tougher competition can be achieved while at the same time mitigating the negative effects competition and imitation may have on some sectors or industries.
