Maritime transport flows are the lifeblood of global trade. They are also the dominant means of transporting a range of potentially destabilizing commodities that threaten states and societies throughout the developing and developed worlds. Maritime transport is the preferred mode for this clandestine trade not least because the high seas are the most difficult areas of our planet to monitor or regulate. No state effectively controls the vastness of this territory; despite advances in the application of satellite and ship monitoring technologies and enhanced information sharing in certain areas, much remains unknown. This SIPRI Policy Paper aims to fill a crucial knowledge gap by, for the first time in a public document, providing an analysis of the ships involved in the transport of some of the most destabilizing commodities: narcotics, arms and dual-use goods essential to the development of weapons of mass destruction. It also identifies 'choke points' and weaknesses in trafficking techniques, which, if the political will and requisite resources exist, can be exploited to better prevent destabilizing maritime transfers. The study further recommends actions that could be implemented at relatively low cost, using existing mechanisms, but that could have major and lasting benefits for global economic and human security. Through this study, the authors offer a much-needed focus on and practical solutions to one of the most important global security challenges for policymakers, civil society and industry in the 21st century.

It can be easy to forget the critical role that maritime transport plays in the global economy, but international maritime transportation is still responsible for around 90% of global trade. Protecting the maritime infrastructure essential for this trade from terrorism is a major concern for the international community. This book originates from the NATO Advanced Research Workshop (ARW) Counter-Terrorism Lessons from Maritime Piracy and Narcotics Interdiction, held in Copenhagen, Denmark, in May 2019. Participants in the three-day workshop included policymakers, senior military officers, and academics from NATO member states, international organizations, and two partner nations: Colombia and Israel. Their extensive discussions focused on methods for protecting critical maritime infrastructure, such as ports, supplies, and personnel, from seaborne terrorist attacks. Presentations and roundtables also addressed the human and social factors that contribute to the defense against terrorism in the maritime domain. The book is divided into three sections: organized crime and narcotrafficking; maritime piracy; and terrorism, and aims to bridge the gaps between these three substantive areas of maritime security research. These have remained largely separate areas of research in the past, with the result that valuable maritime security lessons from counter-piracy and counter-narcotics operations have not been fully incorporated into counter-terrorism best practice. The book facilitates the transmission of lessons learned from counter-piracy and counter-narcotic operations to formulate recommendations for best practice and technological innovations to manage maritime terrorism, and will be of interest to all those working in the field.

With advances in technology and maritime transport, human use of the ocean now extends beyond the traditional activities of navigation and fishing. Whilst it supported a number of steps the Government has taken in its 2010 drug strategy, it believes more needs to be done to comprehensively address the drugs problem in the UK. The report focuses on the need to 'break the cycle' of drug addiction, and highlights in particular the need for improved treatment in prisons and wider society, and for early intervention with better education and preventative work. Three key areas were covered: prisons; treatment and the calling for the establishment of a Royal Commission into the issues. The Committee was disturbed to find that almost a quarter of prisoners found it easy to get drugs in prison and recommended that measures such as regular random drug tests based on suspicion be increased. It was concerned that the Government's policy of recovery was not being implemented, in particular that drug rehabilitation in prison was undermined by the lack of support for offenders on release, and did not take into account prescription drug addiction. The Committee is also concerned that the goal of retaining addicts in treatment has precluded attempts at recovery. It supported the Government's objective of recovery but noted that this will require a range of treatment options, with each individual needing a tailored treatment plan. The Committee highlighted residential rehabilitation and the use of buprenorphine as an alternative to methadone as two treatment methods which were currently under-utilised. Treatment must also be supplemented by housing, training and employment support if required

Freedom of Navigation and Globalization offers a timely analysis of current issues in the Law of the Sea in six Parts. Part I examines co-operative measures taken within the Southeast Asia region to combat piracy and armed robbery against ships, and the historical activities of the Republic of Korea navy in countering piracy. Part II focuses on transnational threats including counter proliferation activities, freedom of navigation, Illegal, Unreported and Unregulated (IUU) fishing, and the regulation of private maritime security companies. Part III consists of two essays on development in the Arctic Ocean. The first updates the activities of the Arctic Council, the second looks at cooperative measures taken by China, Japan, and Korea with respect to science in the Arctic. In Part IV the topic of energy security and sealanes is taken up. Institutional building within ASEAN is examined for maritime security in Southeast Asia. Unregulated or lesser regulated maritime spaces are ideal theatres of operation and mediums of transportation for terrorists, insurgents and pirates. For more than a decade, the Indian Ocean waters adjoining Somalia have been a particular locus of such activities, with pirates hijacking vessels, and Al Qaeda and Al Shabab elements travelling between Africa and the Arabian Peninsula, operating lucrative businesses and even staging deadly operations at sea. These operations and threats however, remain, by and large, understudied. Responses to the two threats have varied, highlighting the lack of cohesive regional and global institutions with the mandate and the capacity to address them. Those scholarly deliberations on Indian Ocean maritime security focus on piracy and armed robbery at sea, while their terrorist/insurgent counterparts have eluded sustained scrutiny. This volume will help close that gap by looking at both from the field in Somalia and Yemen, within broader frameworks of regional maritime security and port-state control, international maritime law and the ongoing search for maritime resources. The European, African and Middle Eastern case studies add salience to the regional and international complexity surrounding maritime security off the Horn of Africa. This book is concerned with both the national security concerns of Asian maritime nations and the security of the Asian maritime commons. These are defined as the Pacific and Indian Oceans and associated seas, bays, and gulfs, with their included sea lines of communication (SLOCs). The most useful geographical designation for maritime Asia is the “Indo-Pacific.” Bernard Cole provides both a survey of the maritime strategies of the primary nations of the Indo-Pacific region and an evaluation of the domestic and international politics that drive those strategies. The United States, Canada, Russia, Japan, North Korea, South Korea, China, the Philippines, Brunei, Indonesia, Vietnam, Singapore, Malaysia, Myanmar, India, Pakistan, Iran, the smaller Indian Ocean and Persian Gulf states are all surveyed and analyzed. The United States, Japan, China, and India not surprisingly draw the most attention, given their large modern navies and distant strategic reach. The author concludes that the United States remains the dominant maritime power in this huge region, stretching from Canada to the Persian Gulf, despite its lack of a traditionally strong merchant marine. U.S. maritime power remains paramount, due primarily to its dominant navy. The Chinese naval modernization program deservedly receives a good deal of public attention, but Cole argues that on a day-to-day basis the Japanese Maritime Self-Defense Force, as its navy is named, is the most powerful maritime force in Far Eastern waters, while the modernizing Indian Navy potentially dominates the Indian Ocean. In fact, a focus of this work is the exemplary description of all the region’s navies, with the author noting the naval arms race that is underway, particularly in the area of submarine acquisition. Cole is careful to couch this phenomenon in the regional concerns about Chinese naval expansion and the desire to ensure a continued, massive U.S. naval presence. The current naval developments in the region evince elements of a naval arms race, but lack the coherent maritime strategies to make naval developments dangerous to regional peace and security. Most telling will be whether United States power and focus remain on the region, while adjusting to continued Chinese maritime power in a way acceptable to both nations. No other current or recent work provides such a complete description of the Indo-Pacific region’s navies and maritime strategies, while analyzing the current and future impact of those forces.
