First published in 1838 and 1839, Lieber's Manual of Political Ethics, a comprehensive theory of the state, is one of his most significant and influential works. It was one of the first treatises on political science, and the first written in the United States. Strongly influenced by German Idealism, it argues that the state is the ultimate expression of humanity's ancient quest for moral, ethical and spiritual fulfillment. As much a work of advocacy as it is of theory, it urges the reader to consider the moral obligations that arise from his participation in government and other civil institutions. Lieber's influence as an educator will make the work of interest to scholars of legal education as well as students of law and government. Theodore D. Woolsey [1801-1889], a professor at Yale (and later its president), was one of the founding fathers of American political science.

Must we fight terrorism with terror, match assassination with assassination, and torture with torture? Must we sacrifice civil liberty to protect public safety? In the age of terrorism, the temptations of ruthlessness can be overwhelming. But we are pulled in the other direction too by the anxiety that a violent response to violence makes us morally indistinguishable from our enemies. There is perhaps no greater political challenge today than trying to win the war against terror without losing our democratic souls. The book is based on the Gifford Lectures delivered at the University of Edinburgh in 2003.

The Standards of Conduct Office of the Department of Defense General Counsel's Office has assembled an "encyclopedia" of cases of ethical failure for use as a training tool. These are real examples of Federal employees who have intentionally or unwittingly violated standards of conduct. Some cases are humorous, some sad, and all are real. Some will anger you as a Federal employee and some will anger you as an American taxpayer. Note the multiple jail and probation sentences, fines, employment terminations and other sanctions that were taken as a result of these ethical failures. Violations of many ethical standards involve criminal statutes. This updated (end of 2009) edition is organized by type of violations, including conflicts of interest, misuse of Government equipment, violations of post-employment restrictions, and travel.
