E., at the date Of the treaty of peace. Until then, Japan's title could be one of conquest only. If, in the meantime, Germany's possessions in Shantung province should be brought under the title of China, the rights, interests and concessions which Germany, by virtue of treaties or otherwise, possesses in relation to the Province of Shantung would be nil. Hence there would be nothing for the German Government to transfer to Japan and nothing for China to agree to.
