The purpose of this research was to describe the elements that comprise airport access and develop a methodology for identifying and evaluating existing landside access performance and proposed improvements from a passenger perspective. The scope was limited to landside access service between approaches to the airport and the entrance to the terminal. A literature review and an investigation of Virginia state and metropolitan transportation agencies yielded the evaluation standards, guidelines, and methods currently used to identify and evaluate airport landside access performance and improvements. A national survey of U.S. airports determined the characteristics of the airport access services provided. Based on this information, factors relevant to evaluating landside access were identified. An access evaluation methodology was developed based on performance measures relating to cost, time, reliability, convenience, and quality. This methodology was demonstrated through investigation of landside access facilities at Richmond International Airport. Three conclusions were drawn. First, there is a lack of consistency in measuring airport access performance. Second, landside access to airports is a major concern at airports of all sizes, but there is no significant difference in reported access problems among large, medium, and small airports. Third, the methodology developed may be tailored to meet the needs of a specific airport. The study recommends that the Virginia Department of Transportation and the Virginia Department of Aviation incorporate the evaluation methodology into the access fund appropriations process; encourage Virginia airports to adopt the methodology as a step in the master plan process; and encourage nationwide use of the methodology by airport authorities, state departments of transportation, and the Federal Aviation Administration.

TRB Special Report 215: Measuring Airport Landside Capacity reviews existing capacity assessment techniques and recommend guidelines that can be used by airport operators, planners, and others who must measure airport landside capacity. Congestion at airport terminal buildings, access roads, and parking areas increasingly threatens the capability of airports to serve additional passengers and air cargo. Measuring the capacity of these airport landside facilities and services is becoming critical. No generally accepted standards exist for gauging the level of service provided by landside facilities and their operations. This report concludes that current knowledge about the performance of various airport landside components is inadequate to support airport landside service standards at this time. Instead, the report recommends a process for measuring airport landside capacity that takes an important first step toward developing such standards.

Los Angeles World Airports (LAWA) is modernizing Los Angeles International Airport (LAX or “the Airport”) to improve passenger quality-of-service and provide world class facilities for its customers. Recent projects, either completed or underway at LAX, are transforming the Airport. These projects include the transformation of the Tom Bradley International Terminal (TBIT) with the Bradley West project, a new Midfield Satellite Concourse west of TBIT, a new West Aircraft Maintenance Area, a new Central Utility Plant, lighting and wayfinding improvements to the passenger terminals, runway safety area improvements, renovation of Terminals 1, 5, 6, and 7, and the overhaul of all terminal concessions and retail/duty free shops. LAWA is also planning additional terminal improvements including providing secure connections between Terminals 1, 2, 3, and TBIT, as well as renovating Terminals 2 and 3. To further transform LAX into a modern airport and to address increasing levels of traffic congestion at and around LAX, LAWA is working to redevelop the ground access system to the Airport, which would include a seamless connection to the regional rail and transit system.
