This circular presents the transcript of a panel discussion which was part of the 52nd Annual Meeting of the Highway Research Board, January 1973. The panel discussion concerned the junked car problem. Leander Lovell discussed the institutional framework as part of an anaysis of facilities for salvage of recyclable materials. Leo Grossman discussed the economics of the junked car. The third panelist, Joseph Murphy dealt with the administration of the laws on registration of motor vehicles, issuance of titles, and motor vehicle records with the view toward drafting legislation on the problem. Solid waste disposal and highway beautification provide general parameters for all three panelists.
