Synopsis Journal of the Patent Office Society, Vol. 1 by : G. P. Tucker
Excerpt from Journal of the Patent Office Society, Vol. 1: September 1918 An act of Congress authorizing the issue of patents for new discoveries has given a spring to invention beyond my conception. Being an instrument in granting the patents, I am acquainted with their discoveries. Many of them indeed are trifling, but there are some of great consequence, which have been proved of practice, and others which, if they stand the same proof, will produce great effect. While President, in 1807, he wrote to Oliver Evans, famous as an early inventor, as follows. Nobody wishes more than I do that ingenuity should receive a liberal encouragement: nobody esti mates higher the ability which society has derived from that displayed by yourself: and I assure you with truth, that I shall always be ready to manifest it by every service I can render you. Synopsis Journal Patent Office Society by : Eustace Straughn Glascock
Excerpt from Journal Patent Office Society: Manual of Office Procedure In order that the assistant examiner shall properly perform his duties it is necessary that he should form a just conception of his position and responsibilities with reference both to the public and to the inventor, and aoquire a full appreciation of the work in which he is engaged. A patent is sometimes regarded as a contract between the public and the inventor, the consideration on the part of the inventor being such a complete disclosure of the invention as will enable any one skilled in the art to which the invention appertains to make, construct, compound, and use the same. The consideration on the part of the public is the protection of the inventor in the manufacture, use, and sale of his invention for a definite time (17 years) by prohibiting the manufacture, use, and sale by others without the inventor's consent. One function of the patent is to clearly and distinctly point out the exact limits of the invention for which the patentee is given protection.
