This report sets out several of the recent advances, and suggests the most promising approaches, to the quantification and valuation of some of the wider economic benefits that flow from transport-related development. Economic appraisal can offer decision-makers important insights into the expected socio-economic impacts of transport projects. The sophistication of modern supply chains and the growing prominence of the services sector have increased the interest of decision-makers in economic benefits beyond those traditionally captured in transport appraisal.

This Round Table challenges the standard cost-benefit analysis of transport infrastructure investment projects on the grounds that it ignores wider economic impacts of such projects.

This paper analyses three main mechanisms through which transport improvements have impacts that deliver real income gain over and above user-benefits. One is economic density and productivity, a second is induced private investment and associated land-use change, and a third is employment effects. There are relatively well-established methodologies for incorporating the first and third of these in cost-benefit appraisal, and these methodologies are reviewed in the paper. For the second, the paper outlines how transport induced investments can create consumer surplus, and describes a method for quantifying this in cost-benefit appraisal. Data issues encountered in implementing these methods are discussed.

Transport system resilience refers to the sector’s capacity to deal with, adapt to and recover from such disruptions. This report sets out the main disruptions to transport systems worldwide. It explores ways to reduce uncertainty by assessing vulnerabilities, and the main mitigation and adaptation measures required to ensure transport systems function in times of crisis.

This book offers new insights into the wider socioeconomic impacts of high-speed rail (HSR). Over the past few decades, significant investments have been made in these systems around the world. The use of public funds for the construction of high-speed rail offers a range of benefits, such as time savings, increased comfort, and reduced traffic congestion, as well as broader economic benefits, including the advancement of less developed regions. These proceedings feature papers presented at the 2nd International Workshop on the Socioeconomic Impacts of High-Speed Rail. The focus is on HSR’s impacts on equity and integration, the land use system, productivity, the environment, the tourism industry, and cooperation and integration with other modes of transport. The book provides an overview of the current state of practice from both theoretical and empirical perspectives. Consequently, it will be of interest to scholars of transportation economics and related fields, as well as transportation industry professionals.

Productivity Perspectives offers a timely and stimulating social science view on the productivity debate, drawing on the work of the ESRC funded Productivity Insights Network.
