Excerpt from Interpretations of the Civil Code Since 1898: Containing the Interpretation Which the Supreme Court of Louisiana Has Given to the Articles of the Civil Code of That State During the Period From 1898 to 1912, and to Be Found in the Reports From the 51st Louisiana Annual to the 130th Louisiana, Incl Article 40 of the Constitution of 1879 provided (and Art. 42 of the present Constitution provides) that no law passed by the General Assembly, except the general appropriation act, or act appropriating money for the expenses of the Gen eral Assembly, shall take effect until promulgated. A law shall be considered promulgated at the place where the State journal is published the day after the publication of such law in the State journal, and in all other parts of the State twenty days after such publication.
