Rather, a range of criteria may collectively contribute towards more sustainable production, consumption, and management of plastic products throughout their lifecycle. The report further highlights the importance of considering risks of problem-shifting in the design and integration of sustainability criteria in a global agreement.

Potential objectives and strategic goals are defined, a first structure for a potential new global agreement is outlined, and national implementation measures are identified to achieve the global goal of zero discharge of plastics into the environment. By addressing the issue at the design phase, all sources and pathways of marine plastic pollution can be addressed. Importantly, the existing weakness in the current framework on upstream and midstream activities of the plastics value chain can be addressed by providing robust national financial mechanisms that improve downstream activities in all countries.

Four key messages stand out: 1. The transition to a more circular global plastics economyprovides significant environmental, economic and social opportunities. 2. The current availability, mobilisation and provision of public and private financial resources is overall insufficient 3. Substantial contributions from business actors in the global plastics economy are needed to mobilise and provide sufficient financial resources. 4. An effective global agreement on plastic pollution can establish a legislative framework that stimulates necessary investments and that assists countries in mobilising and delivering financial resources.

Available online: https://pub.norden.org/temanord2024-508/ This report provides potential criteria to address problematic, unnecessary and avoidable plastic products at the global level, supporting the objectives of the upcoming international plastics instrument as per UNEA Resolution 5/14. The report notes that over 140 countries have enacted bans or restrictions on specific plastic products, highlighting the need for global criteria to manage not just single-use plastics, but also a wider range of plastic products. It presents possible criteria for determining plastic products into three distinct classifications - problematic, unnecessary, and avoidable – each subject to specific control measures. The report's ultimate aim is to phase out these plastic products through removal, substitution and redesign. A strong science-policy interface is needed to ensure informed listing of these plastic products under the instrument.

While plastics are extremely useful materials for modern society, plastics production and waste generation continue to increase with worsening environmental impacts despite international, national and local policy responses, as well as industry commitments. The first of two reports, this Outlook intends to inform and support policy efforts to combat plastic leakage.

This agreement and other actions need reliable measurements. It was the objective of this project to analyze and recommend indicators for plastic pollution, which are relevant, easy to measure and comprehensive. Most losses to the environment are larger plastic items, which eventually break down to microplastics. Mismanaged waste is an important source of plastic pollution, but difficult to measure. A set of complementary indicators could include plastic production/use, recycling rates, plastics in wastewater and rivers, beach litter, floating microplastics and plastic particles that are taken up by animals, e.g. seabirds. A holistic approach to plastic losses along the value chain and plastic accumulation in the environment would improve our understanding and related actions.

Available online: https://pub.norden.org/temanord2023-539/ The ‘Towards Ending Plastic Pollution by 2040’ report was commissioned by the Nordic Council of Ministers and developed by Systemiq and presents a set of 15 global policy interventions towards ending plastic pollution. If universally adopted and supported by a set of common global rules in the international legally binding instrument on plastic pollution these could cut annual volumes of mismanaged plastic waste by 90% and virgin plastic use by 30% by 2040 relative to 2019 levels. Yet, the report highlights that more ambitious efforts are needed to align with the Paris Climate Agreement and holistically address plastic pollution.

This report presents the results of a study on agricultural plastic products used globally in a range of different value chains. The study assessed the types and quantities of plastic products, their benefits and trade-offs. Sustainable alternative products or practices were identified for products assessed as having high potential to cause harm to human and ecosystem health or having poor end-of-life management. The report is based on data derived from peer-reviewed scientific papers, governmental and non-governmental organization’s research reports, as well as from industry experts, including relevant trade bodies. The report’s recommendations were verified during extensive consultation and review with FAO and external experts. The authors hope that the study will provide an impetus for discussion about the use of agricultural plastics, their benefits and trade-offs, and ultimately stimulate action to reduce their potential for harm to human health and the environment.
