A program for building a global clean energy economy while expanding job opportunities and economic well-being. In order to control climate change, the International Panel on Climate Change (IPCC) estimates that greenhouse gas emissions will need to fall by about forty percent by 2030. Achieving the target goals will be highly challenging. Yet in Greening the Global Economy, economist Robert Pollin shows that they are attainable through steady, large-scale investments—totaling about 1.5 percent of global GDP on an annual basis—in both energy efficiency and clean renewable energy sources. Not only that: Pollin argues that with the right investments, these efforts will expand employment and drive economic growth. Drawing on years of research, Pollin explores all aspects of the problem: how much energy will be needed in a range of industrialized and developing economies; what efficiency targets should be; and what kinds of industrial policy will maximize investment and support private and public partnerships in green growth so that a clean energy transformation can unfold without broad subsidies. All too frequently, inaction on climate change is blamed on its potential harm to the economy. Pollin shows greening the economy is not only possible but necessary: global economic growth depends on it.

The efficient use of natural resources is key to a sustainable economy, and yet the complexities of the physical aspects of resource efficiency are poorly understood. In this challenging book, the author proposes a major advance in our understanding of this topic by analysing resource efficiency and efficiency gains from the perspective of common pool resources, applying this idea particularly to water resources and its use in irrigated agriculture. The author proposes a novel concept of "the paracommons", through which the savings of increased resource efficiency can be viewed. In effect he asks; "who gets the gain of an efficiency gain?" By reusing, economising and avoiding losses, wastes and wastages, freed up resources are available for further use by four ‘destinations’; the same user, parties directly connected to that user, the wider economy or returned to the common pool. The paracommons is thus a commons of – and competition for – resources salvaged by changes to the efficiency of natural resource systems. The idea can be applied to a range of resources such as water, energy, forests and high-seas fisheries. Five issues are explored: the complexity of resource use efficiency; the uncertainty of efficiency interventions and outcomes; destinations of freed up losses, wastes and wastages; implications for resource conservation; and the interconnectedness of users and systems brought about by efficiency changes. The book shows how these ideas put efficiency on a par with other dimensions of resource governance and sustainability such as equity, justice, resilience and access.

A circular economy is an alternative to a traditional linear economy (make, use, dispose) in which we keep resources in use for as long as possible, extract the maximum value from them whilst in use, then recover and regenerate products and materials at the end of each service life. Circular economy (CE) is important towards sustainable development, resources circulation and conservation, involving closing of material loops and cascading used resources, to prevent waste occurrence, and transforming the resulting residual streams into new (secondary) resources. Strategies and legislative framework for waste management are important steps for development of a more CE where resource efficiency becomes the key driver for both economic growth and environmental protections. A few countries achieved good results implementing CE as a replacement of the linear economy. Resource managers and planners should thoroughly identify factors to implement CE for societal benefits. This book presents how resource consumption is minimized with rational use based on 3Rs, legislative framework and government supports towards implementing CE initiatives, example of best practices, future plans and targets in different countries those are helpful for researchers, planners and implementers.

The European Union has initiated a number of initiatives to improve resource efficiency in Europe. The Ecodesign Directive is one of the policy instruments that could aid the transition towards a more resource efficient economy. So far, the Directive has mainly been applied to set requirements related to energy efficiency, but there is potential for setting legal standards that increase product durability and promote the future re-use and recycling of components and materials. This paper examines the potential benefits and disadvantages in applying the Directive for this purpose, and analyzes the potential to apply certain types of legal standards. There is a need for continuous development of indicators and methods in order to allow for a broader range of legal standards in the future. The study provides some short and long term recommendations on the way forward.

Through a combination of resource efficiency, climate mitigation, carbon removal, and biodiversity protection policies, this report finds that it is feasible and possible to grow economies, increase well-being and remain within planetary boundaries. The analysis and modelling presented in this report are a first attempt to understand the impacts of our growing resource use, and to develop coherent scenario projections for resource efficiency and sustainable production and consumption that decouple economic growth from environmental degradation.

The EIB Circular Economy Guide aims to promote a common understanding of circular economy, and raise awareness about and promote circular solutions. The Guide provides information about EIB's lending and advisory activities in this field, and communicates our vision of how the EIB can further support the transition to a circular economy. The Guide is a living document that will be updated in response to our evolving understanding of circular economy needs, opportunities and risks, and growing experience with the appraisal and financing of circular economy projects.
