In this volume the leading scholars and practitioners in the field provide a comprehensive, in-depth examination of trends in privatization throughout the world. Focusing primarily on the experiences of seventeen countries--including developing countries, advanced industrial nations, and socialist states--the book explores theoretical approaches toward the issues inherent in privatization and deregulation, specifies techniques for successful privatization, and examines the cost-benefits and limits of privatization policies. The contributors then present a series of twenty detailed case studies which assess the actual problems and prospects associated with privatization and deregulation policy choices across varied sociopolitical systems and a range of economic sectors. The result is the most extensive comparative public policy analysis yet published on the subject of privatization and deregulation. Following an introductory overview which addresses the interaction between privatization, deregulation and market liberalization within both developed and developing country policy environments, the contributors discuss the philosophical bases of privatization policies, examine the seminal experiences of Britain and the United States, and identify factors responsible for successful privatization efforts. This is followed by case studies of privatization in such sectors as finance, transportation, health care, housing, and telecommunications around the world. After special sectoral studies of developing country finance, debt-equity conversions, and international air transport, the authors successively survey the experience of privatization in selected Latin American, Caribbean, West African and Asian developing nations; in the advanced industrial nations of Canada, France, New Zealand, and Sweden; and in the socialist countries of China, Hungary, and Poland. Agribusiness development has been constrained by distorted economic policies and institutional controls in the emerging market economies and in most of the developing countries. In the former Soviet Union and Eastern Europe, the agribusiness complex was dominated by state-owned enter prises. In many of the developing countries, economic policies discriminated against agriculture and agribusiness. The results have been obvious. Despite major technological advances, agriculture and agribusiness sectors in these economies remained inefficient. A large share of the population, particu larly in the rural areas, has not been able to improve household incomes and living standards. The final decade of the 20th century will certainly be recorded as one of the most dynamic in modem history. The restructuring of the former Soviet Union and Eastern Europe and market reforms in many of the developing countries are progressing at a rapid pace. Agribusiness is key to economic perfor mance in these areas in that agriculture is an important sector in many of these economies. Economic transition to a market economy is presenting many challenges and opportunities to accelerate the process of agribusiness development, which is so essential to alleviate rural poverty. An international symposium, organized by the International Fertilizer Development Center (IFDC), provided a unique opportunity to discuss needed policy reforms to promote efficient and competitive agribusiness develop ment, with a particular focus on privatization and deregulation.

Arguably, the two most important forces affecting the world economy in the closing decades of the 20th century were globalization and privatization. Here, privatization refers to the retreat of the state from the economic arena, while globalization refers to the worldwide spread of efficient market-based systems and the consequent growth of multinational firms. The twin forces of privatization and globalization have proceeded in parallel, but have nonetheless had significant interactions with one another. (i) the spectacular collapse of the state-run socialist economies; (ii) the transfer of state-run enterprises to market governance in much of Western Europe; and (iii) the more subtle dismantling of state controls and legal monopolies in some sectors in the United States.
