This book documents seven examples of Early Warning Systems for hydrometeorological and other hazards that have proven effective in reducing losses due to these hazards. The cases studied encompass a variety of climatic regimes and stages of economic development, raging across the industrialized countries of Germany, France, Japan and the United States, to Bangladesh, the island nation of Cuba and the mega-city of Shanghai. Demonstrated characteristics of these exemplary cases are synthesized into ten guiding principles for successful early warning systems that will, it is hoped, prove useful to countries seeking to develop or strengthen such systems within their own borders.

This book presents a collection of papers under the theme of multi-hazard early warning and disaster risks. These were selected from the presentations made at the International Symposium on Tsunami and Multi-Hazard Risks, Early Warning and Community Awareness in supporting implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. This conference aimed to recognize achievements and to highlight work that still needs to be carried out. The conference promoted collaboration among academia, research institutions and disaster management offices, and further encouraged multidisciplinary and multi-sectoral interaction This International Symposium on Multi-Hazard Early Warning and Disaster Risk Reduction provided an important opportunity to reflect upon our progress to date in tackling disaster risk, but also to consider some of the challenges and opportunities that lay ahead of us. A particular focus of this event wasMulti-Hazard Early Warning. During the negotiations for the Sendai Framework, countries and partners highlighted the need to: 1. Continue to invest in, develop, maintain and strengthen people-centred, end-to-end early warning systems; 2. Promote the application of simple and low cost early warning equipment and facilities; 3. Broaden the dissemination channels for early warning information to facilitate early action. Countries also called for the further development of and investment in effective, nationally compatible, regional multi-hazard early warning mechanisms. To address these needs, global Target (g) of the Sendai Framework was adopted, namely to “substantially increase the availability of and access to multi-hazard early warning systems and disaster risk information and assessments to the people by 2030”. As illustrated by recent events in Indonesia, it is also vital to address the challenge of cascading hazards that pose a tsunami risk, and the importance of linking tsunami early warning to a multi-hazard environment. However, moving towards a multi-hazard environment is complex and poses many challenges but can bring significant benefits in terms of efficiencies and also in recognising the links between hazards, such as cascading threats. We very much hope that this book will provide an important platform to address these and other challenges in addressing disaster risk, as well as supporting implementation of the Sendai Framework for Disaster Risk Reduction

Prof. Yueping Yin is the President of the International Consortium on Landslides and the Chairman of the Committee of Geo-Hazards Prevention of China, and the Chief Geologist of Geo-Hazard Emergency Technology, Ministry of Land and Resources, P.R. China. IPL (International Programme on Landslides) is a programme of the ICL. The programme is managed by the IPL Global Promotion Committee including ICL and ICL supporting organizations, UNESCO, WMO, FAO, UNISDR, UNU, ICSU, WFEO, IUGS and IUGG. This publication (published in 2 volumes, not sold separately by TSO) is intended for people who have an interest in and practice disaster risk management and sustainable development. It provides guidance, policy orientation and inspiration, as well as serving as a reference for lessons on how to reduce risk and vulnerability to hazards and to meet the challenges of tomorrow. It consists of (vol. 1) the report, including case studies; and (vol. 2) annexes, for example, a glossary of specialized terminology , and a directory of international, regional, national and specialized organizations (vol. 2). The problems related to the process of industrialisation such as biodiversity depletion, climate change and a worsening of health and living conditions, especially but not only in developing countries, intensify. Therefore, there is an increasing need to search for integrated solutions to make development more sustainable. The United Nations has acknowledged the problem and approved the “2030 Agenda for Sustainable Development”. On 1st January 2016, the 17 Sustainable Development Goals (SDGs) of the Agenda officially came into force. These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. This book offers a cross disciplinary treatment of the rapidly growing field of integrated approaches in risk assessment in mountainous areas. All major aspects related to hazard and risk assessment, risk management, and governance are illustrated with a wide range of case studies. The first part of the book focuses on new techniques for assessing the natural hazards of different types of mass movements. State-of-the-art techniques for morphological characterization and monitoring of displacements are described. Computational advances are covered to explain the process systems and to quantify the hazards of fast and slow-moving landslides. In the second part of the book methodologies are included for assessing the impact of these natural hazards on the society in terms of risks. In this part, methodologies for defining the vulnerability of the elements at risk are shown and the use of run-out models for risk assessment of the dangerous rapid mass movements are evaluated. This edited book provides a platform for knowledge sharing in all areas related to the rivers, sediment and hydrological extremes. It explains the hypothesis that river flow and sediment transport are intimately linked to erosion, scour and sediment deposition. Sediment transport, erosion and deposition are driven by local base-level changes and are highly variable in space and time. These concepts have serious implication for understanding the recent development of the River, Sediment and Hydrological Extremes. According to the Indian Environment Agency, floods rank as number one on the list of natural disasters in India over the past decade. This book is an attempt to fill the gap in literature and bring forth evidence based latest research about precise estimation of erosion and scour, which is essential to reduce the hazards.
