This volume brings together leading European scholars and policy-makers to address the determinants of foreign direct investment (FDI) and its effects on globalisation, growth and European integration since 1945. The main focus of the study is foreign direct investment by German multinational companies. A range of methods, including econometric studies, survey-based analysis, and detailed discussions of published statistics are used to assess the implications for the German economy and the results in host countries of foreign investment. Consideration is also given to FDI by Swedish multinational corporations, as well as to the role national and supranational institutions can play in stimulating FDI. Although FDI often raises fears for employment and growth, it is an effective way of transferring techniques, processes and products into new markets. Firm-specific assets transferred in this way can raise productivity in the host country without sacrificing jobs in the home country.

The Economic Impact of Digital Technologies offers a profoundly illuminating examination of ICT transformations in Europe and its critical role in greater social inequality. How important is foreign knowledge for domestic innovation outcomes? How is this relation shaped by globalization and the attendant intensification of international competition? Our empirical approach extends the previous literature by analyzing a large panel comprising industries in both advanced and emerging economies over the past two decades. We find that barriers to the domestic diffusion of foreign knowledge have fallen significantly for emerging economies. For all countries, and especially for emerging economies, inflows of foreign knowledge have a growing and quantitatively important impact on domestic innovation. Controlling for the amount of domestic R&D, we find evidence that increases in international competitive pressure at the industry level had a positive effect on domestic innovation outcomes

Innovation and cross-border absorption of knowledge are central forces behind economic convergence and sustained growth. Absorption of technology is considered a necessary step to promote the development of human capital and the productive base, paving the way for innovations at the global knowledge frontier. Research and development, patents, trade, and foreign direct investment are major channels of technological absorption, allowing diffusion of new ideas and manufacturing best practices among countries and firms. These channels constitute the central focus of this study. This study uses patent databases, surveys of enterprises, and case studies to investigate how the presence of specific channels of absorption molds decision making about technology. Trade and FDI flows show considerable promise as catalysts for the region to upgrade its technology and near the global technology frontier. Econometric analysis using enterprise surveys from all Europe and Central Asia countries helps us understand the conditions and policies that induce firms to incorporate external knowledge and technology into their overall growth strategies. We find evidence of learning by exporting, underscoring the importance of trade as a driver of absorption. A case study of several manufacturing firms in Serbia complements this perspective, providing a detailed picture of the positive dynamics that are produced by FDI, particularly in terms of investment and risk-taking incentives that are critical for technology absorption. Examination of patent citations shows that cross-border knowledge flows remain weak. Consequently, science and innovation policies should foster greater integration of the region's substantial science and engineering resources with those of the rest of the world. These policies should encourage international collaboration and closer connection between the region's public sector R&D and global private sector efforts.

Enterprises must therefore increase their technological development and education through government assistance.The emerging experience is rich and diverse. The study draws on the tacit knowledge of the designers and implementors of national policies and programs to establish key rules-of-thumb for future programs. The authors outline broad directions for adapting these practices to the conditions of developing countries.
