This study examines major challenges and issues associated with developing regional infrastructure through the fostering of regional cooperation in Asia, and provides a framework for pan-Asian infrastructure cooperation. The study's long-term vision is the creation of a seamless Asia (an integrated region connected by world-class, environmentally friendly infrastructure) in terms of both "hard" (physical) and "soft" (facilitating) infrastructure. The soft part supports the development and operation of the hard component. Findings indicate that the benefits of upgrading and extending Asia's infrastructure networks are substantial, and that all countries in the region would benefit. A logistics network is only as good as its weakest link; each country in a regional supply chain gains from infrastructure improvements made in others. Improving connectivity in the region would bring Asia large welfare gains through increased market access, reduced trade costs, and more efficient energy production and use. According to the study, to achieve this Asia needs to invest approximately $8 trillion in overall national infrastructure between 2010 and 2020. In addition, Asia needs to spend approximately $290 billion on specific regional infrastructure projects in transport and energy that are already in the pipeline

Infrastructure is essential for development. This report discusses the estimated $1 trillion annual global infrastructure gap and provides recommendations on how U.S. agencies and multilateral development banks can better incentivize private-sector investment in global infrastructure. While many private companies are looking to support infrastructure projects with readily available capital, they have not found a viable project pipeline. The study first provides background on the global infrastructure gap and explores the current state of play of the various public, private, and multilateral actors who work on infrastructure projects in the United States and globally. It then discusses three important areas of needed reform: project preparation, product innovation, and foreign government capacity building. It concludes with targeted recommendations for the multilateral development banks and U.S. agencies that work on infrastructure, with a focus on creating an expanded pipeline of projects that are bankable for the private sector. The study also presents two case studies of World Bank-funded infrastructure projects in Mali and Cape Verde to illuminate the challenges related to financing and implementing infrastructure that are discussed in the broader report.

There is no bigger policy agenda in the East Asian region than connectivity. Costs of international connectivity are indeed falling, in the movement of goods, services, people and data, leading to greater flows, and to the reorganisation of business and the emergence of new forms of international transactions. There are second-round effects on productivity and growth, and on equity and inclusiveness. Participating in trade across borders involves significant set-up costs and, if these costs are lowered due to falling full costs of connectivity, more firms will participate, which is a driver of productivity growth and innovation at the firm level. Connectivity investments are linked to poverty reduction, since they reduce the costs of participating in markets. This volume includes chapters on the consequences of changes in both physical and digital connectivity for trade, for the location of economic activity, for forms of doing business, the growth of e-commerce in particular, and for the delivery of new services, especially in the financial sector. A study of China’s Belt and Road Initiative (BRI) is also included. These studies are preceded by an assessment of the connectivity performance in the Asia-Pacific region and followed by a discussion of impediments to investment in projects that contribute to productivity. The collection as a whole provides the basis for a series of recommendations for regional cooperation. The Belt and Road Initiative (BRI), officially unveiled in 2013, is Chinese President Xi Jinping’s signature foreign and economic policy initiative to achieve improved connectivity, regional cooperation, and economic development on a trans-continental scale. This book reviews the evolving BRI vision and offers a benefit-risk assessment of the BRI’s economic and geopolitical implications from the perspective of Asian stakeholder countries, using both qualitative and quantitative research methods. Among the value added of the book is first an online perception survey of opinion leaders from Asian participating countries on various aspects of the initiative. To our best knowledge, the survey is the first of its kind. Second, the book presents the simulation results of a computable general equilibrium model of the world economy to estimate the potential macroeconomic impacts of the BRI as a whole and those of its constituent overland and maritime economic corridors. Third, the book makes ten key evidence-based policy recommendations on how to enhance the prospect of a successful and mutually beneficial BRI 2.0 to both China and stakeholder countries.

Stagnant global trade, subdued investment, and heightened policy uncertainty marked another difficult year for the world economy. A subdued recovery is expected for 2017, with receding obstacles to activity in commodity exporters and solid domestic demand in commodity importers. Weak investment is weighing on medium-term prospects across many emerging markets and developing economies (EMDEs). Although fiscal stimulus in major economies, if implemented, may boost global growth above expectations, risks to growth forecasts remain tilted to the downside.
