This book analyzes immigration policies in East Asia in the context of contemporary global migration flows and mobility. To assess how global norms of migration have impacted the East Asian migration region and explore regional migration trends, the book contains 13 case studies which investigate the regulation of immigration in China, Hong Kong, Japan, South Korea, and Taiwan. Three analytical strands, namely, norm diffusion, identity politics, and citizenship, build the theoretical framework for the case studies which investigate how regional and national norms, discourses, and institutions affect local communities and migration patterns. In particular, the book analyzes contemporary issues such as immigration policy reforms, practices of inclusion and exclusion in local communities, and discourses on multiculturalism and risk. The book utilizes a comparative perspective which enables readers to reflect on the role of national identity, international organizations and law, public security concerns, and labour market demands in the articulation and implementation of contemporary immigration policy in East Asia. This book substantially complements the existing literature on immigration governance and interregional migration mobility in East Asia and will be of interest to academics in the fields of East Asian studies, public policy, immigration and migration studies, and comparative politics.

The contributors to this book investigate migration governance in Asia through a multilevel analysis, addressing its local, national and regional dimensions as well as placing it in the wider context of global migration governance. Core case studies include migration to and within Japan, the migration of Burmese and Tibetan refugees to India, and the Rohingya crisis in Myanmar. Evaluating the rules, norms and processes put in place by state and non-state actors to cope with international migration, the contributors focus especially on migration flows and the extent to which Asian cases are distinct from those elsewhere. This includes comparative cases from Europe and the United States to provide a comparative context for the analysis of Asia. A valuable resource for students and scholars of migration studies, especially those with a particular interest in Asia.

Comparing three Northeast Asian countries, this book examines how past struggles for democracy shape current movements for immigrant rights.

The East Asia and Pacific region has an international emigrant population of over 21 million people, who remitted more than USD 90 billion to their home countries in 2010. The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. The aging of the population in many East Asian countries will create significant labor shortages leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia with important implications for the Bank’s mission of poverty reduction and supporting sustainable economic development in the region. In this context , this study analyzes the impact of migration on development of the region and how international migration should be managed in East Asia in a way that supports development goals while simultaneously protecting the rights of migrants. The study covers: trends in international migration in East Asia and overarching regional issues such as the links between macroeconomic management and remittances and the role of demographic trends in migration; the economic impact of migration and remittances on labor-sending countries and labor-receiving countries; the migration industry; and the policies and institutions that govern migration.

Globalization has led to a surge in crossborder migration, and the population of international migrants in East Asia has more than doubled over the past two decades. Today, governments in the region are grappling with these expanding and increasingly complex flows of people as well as the human security challenges that they bring, but as a result, they too often overlook the potential opportunities that accompany skillfully managed migration. In this volume, experts from "sending" and "receiving" countries in Asia outline current trends in China, Japan, Korea, and Southeast Asia; analyze existing government efforts to manage migration; and explore the unique role that nongovernmental organizations can play in helping to protect migrants and to harness migration to the benefit of the region.

Rapid globalization has led to increased flows of capital, services, ideas, information, and people between countries. As such, problems and challenges that face one nation often have a rippling impact throughout the region and globally. The growing list of cross-border issues cannot be resolved by isolated policy action at the national or subnational levels. It is essential to forge strategic alliances at the regional level that support the development of consolidated approaches for dialogue and action. This book discusses regional governance mechanisms and institutional arrangements to respond to emerging cross-border issues and trends in Asia and the Pacific, such as the movement of people including refugees and illegal migrants, regional trade integration for human development, effective and efficient water management, human trafficking, and health issues focusing on infectious disease surveillance and response. This collection provides a comparative analysis of care arrangements in relation to issues of gender and transnational migration, social policy and labour migration in East Asia. Bridging the key topics of migration and gendered cared work through cross country comparisons, it examines how care work and welfare arrangements have been shaped by national and global forces against the backdrop of changing gender relationships, the rise of female labour force participation, low fertility rates and population aging in East Asia. It particularly addresses the ‘feminization of migration’ which is a salient feature of migration in Asia today as more women from developing countries undertake domestic work and care work in Japan, Taiwan, South Korea and Hong Kong. Addressing the issue of care in relation to employment, care and migration regimes in East Asia and the interaction among welfare regimes, labour markets and work-care balance, this collection provides an up-to-date assessment of gendered transnational migration in the region and sheds light on local and transnational policies and practices which aim to improve the welfare of families and migrant workers.

Despite labour shortages and rapidly shrinking working-age populations, Japan, South Korea, and Taiwan shared restrictive immigration policies and exclusionary practices toward immigrants until the early 2000s. While Taiwan maintained this trajectory, Japan took incremental steps to expand immigrant services at the grassroots level, and South Korea enacted sweeping immigration reforms. How did convergent policies generate these divergent patterns of immigrant incorporation? Departing from the dominant scholarship that focuses on culture, domestic political elites, and international norms, this book shows the important role of civil society actors - including immigrants themselves - in giving voice to immigrant interests, mobilizing immigrant actors, and shaping public debate and policy on immigration. Based on more than 150 in-depth interviews and focus groups with over twenty immigrant communities, Immigrant Incorporation in East Asian Democracies examines how the civic legacies of past struggles for democracy shape current movements for immigrant rights and recognition.

As the world globalises, more people than ever are on the move, including the many professional, managerial and entrepreneurial elites—often referred to as ‘international talent’—who circulate between cities in response to career and business opportunities. While much has been written about the economic motivations behind these mobilities, less is known about the everyday experiences and encounters of highly skilled transnational migrants, who, with the rise of Asia as an economic powerhouse and cultural magnet, are not only increasingly Asian in composition but also rapidly attracted to the globalising cities in Asia. The book demonstrates how the migratory moves of transnational elites are not only implicated in the reality of multiple belongings, but are also intertwined with the broader cultural politics of specific places. By exploring the interfaces of contact and their diverse subjectivities from race and gender to class and nationality, this collection as a whole—with papers examining talent moving among cities in China, Taiwan, Singapore, Japan, Britain and Canada—paints a decidedly complex picture of how talented migrants inhabit the world in ‘more-than-rational’ ways. Through the lens of the everyday, this book uncovers the ways in which ‘cosmopolitanisms’ are forged in uneven and contested ways in different localities, as well as offer new insights into cities as transnational spaces of encounter in the 21st century.
