Synopsis Global Implications of Lower Oil Prices by : Mr.Aasim M. Husain

The sharp drop in oil prices is one of the most important global economic developments over the past year. The SDN finds that (i) supply factors have played a somewhat larger role than demand factors in driving the oil price drop, (ii) a substantial part of the price decline is expected to persist into the medium term, although there is large uncertainty, (iii) lower oil prices will support global growth, (iv) the sharp oil price drop could still trigger financial strains, and (v) policy responses should depend on the terms-of-trade impact, fiscal and external vulnerabilities, and domestic cyclical position.

Synopsis Media Sentiment and International Asset Prices by : Samuel P. Fraiberger

We assess the impact of media sentiment on international equity prices using more than 4.5 million Reuters articles published across the globe between 1991 and 2015. News sentiment robustly predicts daily returns in both advanced and emerging markets, even after controlling for known determinants of stock prices. But not all news-sentiment is alike. A local (country-specific) increase in news optimism (pessimism) predicts a small and transitory increase (decrease) in local returns. By contrast, changes in global news sentiment have a larger impact on equity returns around the world, which does not reverse in the short run. We also find evidence that news sentiment affects mainly foreign – rather than local – investors: although local news optimism attracts international equity flows for a few days, global news optimism generates a permanent foreign equity inflow. Our results confirm the value of media content in capturing investor sentiment.

Synopsis Malaysia by : International Monetary Fund. Asia and Pacific Dept

This paper discusses the extent to which the Malaysian economy has been hit by a number of external and domestic shocks since late 2014, including sharply lower energy prices, spillovers from China, capital outflows, and domestic political controversies. The 2016 budget, including January recalibration, reaffirms the government’s commitment to fiscal consolidation. The current accommodative monetary policy stance is appropriate in an environment of moderating growth and low inflation. Facing sizeable capital outflows and a sharp fall in oil and commodity prices, exchange rate depreciated substantially. The central bank deployed reserves; the effect on domestic interest rates was modest. Credit growth has moderated, a welcome development after several years of double-digit growth.

Synopsis Dominica: Disaster Resilience Strategy by : International Monetary

Dominica is among the countries most vulnerable to natural disasters and climate change. During 1997-2017, it was the country with highest GDP losses to climate-related natural disasters and ranked in the top 10 percent among 182 countries for climate-related fatalities. Following a huge devastation, owing to back-to-back major storms in 2015 and 2017, Dominica announced its intention to become the first disaster resilient nation. In 2019, it was agreed with the government that the Fund, in consultation and collaboration with other development partners, would provide support for preparing a Disaster Resilience Strategy (DRS), a comprehensive plan including policies, cost, and financing to build resilience against natural disasters.
