This paper discusses about countries that must chart their own paths to effectively balance the potential benefits against the risks and challenges, including institutional and capacity constraints, privacy concerns, and new avenues for fraud and evasion. The digital revolution holds vast potential for fiscal policies. By transforming the way fiscal systems collect, process, and act on information, it can expand and reshape the way governments design and implement their tax, spending, and macro-fiscal policies. Countries will need to chart a path based on their individual circumstances—either by taking incremental steps to digitize, or by leapfrogging to newer and more sophisticated methods of policy formulation and implementation. A recurring theme in this book is the need for greater regional coordination in finding solutions to address the Caribbean’s shared and intertwined macroeconomic and structural challenges. The analysis suggests that strengthening regional and global market integration of Caribbean economies would provide an impetus to sustained growth in incomes and jobs.

Full access to the AREAER Online database is included with all eLibrary subscriptions. The Annual Report on Exchange Arrangements and Exchange Restrictions (AREAER) tracks the exchange and trade regimes of members of the International Monetary Fund. AREAER Online allows users to search policy components back to 1999. Users can track how policies have changed over time or compare rules and restrictions by country and region. Microsites help researchers and professionals who are less familiar with IMF content easily find the resources they need.

This open access book examines the future of inequality, work and wages in the age of automation with a focus on developing countries. The authors argue that the rise of a global ‘robot reserve army’ has profound effects on labor markets and economic development, but, rather than causing mass unemployment, new technologies are more likely to lead to stagnant wages and premature deindustrialization. The book illuminates the debate on the impact of automation upon economic development, in particular issues of poverty, inequality and work. It highlights public policy responses and strategies–ranging from containment to coping mechanisms—to confront the effects of automation.

The Estonian economy displays numerous strengths, including an excellent business environment, high educational attainment, and solid public finances. However, around a quarter of the population is still at risk of poverty and productivity growth has slowed down.

For a growing number of countries in Africa the discovery and exploitation of natural resources is a great opportunity, but one accompanied by considerable risks. Countries dependent on oil, gas, and mining have tended to have weaker long-run growth, higher rates of poverty, and greater income inequality than less resource-abundant economies. For these resource producing economies relative prices make it more difficult to diversify into activities outside of the resource sector, limiting structural change. Mining for Change: Natural Resources and Industry in Africa presents research undertaken to understand how better management of the revenues and opportunities associated with natural resources can accelerate diversification and structural change in Africa. It begins with essays on managing the boom, the construction sector, and linking industry to the major issues that frame the question of how to use natural resources for structural change. It reports the main research results for five countries-Ghana, Mozambique, Uganda, Tanzania and Zambia. Each country study covers managing the boom, the construction sector, and linking industry to the resource. Mining for Change argues that good policy can make a difference and sets out ideas for policy change and widening the options for structural change. . This review provides a snapshot of the state-of-art of School Feeding Programmes in 14 of the 15 CARICOM Member States. It provides an overview of the different models of school feeding programmes that currently exist in the Caribbean, challenges faced and recommendations for improvement. Among the aspects evaluated include: the governance structure, nutritional quality of meal served, linkages with small farmers for the procurement of products used in the meals, involvement of children in school gardens related activities, etc. The document includes a case study for each of the participating countries (namely Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago). For each of these countries, an Annual Net Benefit Analysis was conducted, using information collected in 2017. The aim is that the document can provide preliminary information and recommendations that can be relevant for governments, public organizations, donors, opinion leaders, private sectors, and others toward strengthening school feeding programmes in the Caribbean. It was developed with the support of the University of the West Indies and the Caribbean Agro-Economic Society under the leadership of Prof. Carlisle Pemberton and Dr. Hazel Paterson-Andrews.

In light of weak economic performances and rising income disparities across the developed world during the past decades, this book provides a comprehensive overview of secular stagnation theories in the history of economic thought and examines the role of income distribution in various stagnation hypotheses. By offering a historical perspective, from the classical economists to the most recent stagnation debate of the early twenty-first century, the author shows that most stagnation theories were developed in periods of high and/or rising income disparities. Eventually, it was Josef Steindl, one of the least recognized stagnationists in the history of economic thought, who put the distribution of income at the heart of his stagnation theory. While Josef Steindl focused on the nexus between the functional distribution of income and economic growth, this book includes the personal distribution of income in a Kaleckian-Steindlian model of economic growth and stagnation. In the model presented, the nexus between economic growth and the distribution of income is a priori uncertain, depending on the type of economic shock and the specific economic circumstances. The author also discusses various empirically oriented policy implications aimed at fostering both economic growth and a more equal distribution of income. This book appeals to scholars in economics and the history of economic thought interested in economic growth, secular stagnation, and income distribution.
