Synopsis Illicit Financial Flows: Illicit Narcotics Transiting West Africa by : Mark Shaw

Abstract: This paper explores the flow of illicit narcotics transiting West Africa. It is divided into four sections, providing an overview of the nature and scope of the illicit narcotic economy, the networks and actors involved and its development impacts, including its resulting illicit financial flows, the movement and impact of those financial flows, both to buy protection and to invest drug profits from West Africa, and finally, it provides concluding remarks that could inform future policy action. The paper is based on a review of the available secondary literature and interviews, and focuses on the cocaine trade due to the preponderance of available information and data compared to other types of drug trafficking. Comparisons or distinctions are also drawn between other illicit narcotics and emerging trends are highlighted where credible evidence is available

Synopsis World Development Report 2017 by : World Bank Group

Why are carefully designed, sensible policies too often not adopted or implemented? When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? World Development Report 2017: Governance and the Law addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform.

Synopsis Illicit Financial Flows from South Africa by : Serges Djoyou Kamga

This book examines the detrimental impact of illicit financial flows on South Africa’s development, political economy, and transformation in the 21st century. Over the years, illicit financial flows have led to the systematic looting and channelling away of South African resources, yet they are rarely studied by researchers looking to explain the country’s underdevelopment and political economy. This book looks across sectors, showing that illicit financial flows cut across all the key pillars of development, frustrating the betterment of peoples’ lives in South Africa. Investigating the problem from a decolonial perspective, the book delves deep into the catastrophic impacts of illicit financial flows for people and the economy, discusses how the problem is being combatted, and ultimately suggests solutions for rebuilding social trust between people and the state. Making an important contribution to the decolonial debate, as well as to discussions of South Africa’s political economy, this book will be of interest to researchers across African studies, global development, political science, law and corruption studies.

Synopsis Illicit Financial Flows: Illicit Trade in Counterfeit, Pirated and Substandard Goods in Ghana by : Karl Lallerstedt

Abstract: Illicit trade in goods that displace normally legal goods is an extensive global problem, which carries considerable development risks and losses for developing countries. Focusing on pharmaceuticals, agrochemicals and consumer goods (which in itself consists of a broad range of goods), this case study reviews the example of Ghana to illustrate this problem, although it is a challenge afflicting all West African countries. This paper highlights the magnitude and significance of the problem. It also reveals the actors involved, with a view to identify the drivers and interests behind the trade, and their developmental impacts. Although the case study focuses primarily on three kinds of goods in a single country, the analysis further aims to identify common causal factors that can be extrapolated across the counterfeit, pirated and substandard trade in the wider region with a view to inform the development of prospective policy recommendations

Synopsis The Challenge of Drug Trafficking to Democratic Governance and Human Security in West Africa by : David Edward Brown

International criminal networks mainly from Latin America and Africa -- some with links to terrorism -- are turning West Africa into a key global hub for the distribution, wholesaling, and production of illicit drugs. These groups represent an existential threat to democratic governance of already fragile states in the sub-region because they are using narco-corruption to stage coups d'état, hijack elections, and co-opt or buy political power. Besides a spike in drug-related crime, narcotics trafficking is also fraying West Africa's traditional social fabric and creating a public health crisis, with hundreds of thousands of new drug addicts. While the inflow of drug money may seem economically beneficial to West Africa in the short-term, investors will be less inclined to do business in the long-term if the sub-region is unstable. On net, drug trafficking and other illicit trade represent the most serious challenge to human security in the region since resource conflicts rocked several West African countries in the early 1990s. International aid to West Africa's "war on drugs" is only in an initial stage; progress will be have to be measured in decades or even generations, not years and also unfold in parallel with creating alternative sustainable livelihoods and addressing the longer-term challenges of human insecurity, poverty, and underdevelopment.
