Synopsis Longline Fishing in Lakshadweep Sea: Bycatch, Bait & Hook Selectivity by : Aneesh Kumar K. V.

Longlines are passive fishing gears which are meant to catch sparsely distributed large pelagic fishes like tunas, billfishes and sharks. This fishing method is considered as highly energy efficient, eco-friendly and species and size selective compared to other fishing methods such as trawling and purse seining. Skipjack tuna are the major group of tuna species landed from the world oceans in terms of quantity and the major portion utilized for canning. Skipjack and yellowfin tunas contributed nearly 80% of the tuna landed from the Indian Ocean waters and are the major tuna species landed in the Indian EEZ. The book discusses the line fishing operations, horizontal longline fishing (world and Indian scenarios), marine fisheries of India and Lakshadweep, and fishing boats and gears of Lakshadweep Islands. The book gives insight in to the longline fishing operations in the Lakshadweep Sea and the various factors influences the fishing performance. Study also discusses the seasonal and diurnal variations in the catch rates, effect of different types of hooks and baits on the CPUE, species selectivity and the extent of bycatch in the longline operations in the Lakshadweep Sea.

Synopsis Longlining by : Åsmund Bjordal

Longlining is becoming increasingly more important as a method of fishing commercially for certain prime species of fish- particulary in the face of declining stocks. Longlining is much more selective that any other form of fishing and is thus more environmentally acceptable. Furthermore, longlining allows for the targeting of particular prime species and fish caught by this method are less damaged and thus hold a higher value. Despite the many major benefits of longlining, there are, as yet few books which address the technical and economic aspects of this method of commercial fishing. Written by an expert, this new book describes the principles and development of longlining fishing and explains the action of chemical sensing in fish and their behaviour towards baited hooks. Details of gear construction, the operation cycle for longlines, longline vessels and the different principles of mechanised baiting and on-board gear handling are provided and typical examples are given. The target species, gear parameters and catching efficiency, and the selective properties of longline gear are fully discussed whilst a concluding chapter compares longlining with other fishing methods.

Illegal, unreported and unregulated (IUU) fishing is a serious threat to sustainable fisheries, marine ecosystems and the livelihoods of legitimate fishers globally. To address it, the Common Oceans ABNJ Tuna Project is exploring ways to strengthen and harmonize the use of monitoring, control and surveillance tools, and combat IUU fishing in tuna fisheries across the marine areas beyond national jurisdiction. One tool is the use of electronic monitoring systems to monitor individual vessel operations at sea. In a typical electronic monitoring application, cameras, recording video or still images, are deployed at key points on the vessel to allow a view of the fishing operation. The video footage is stored on hard drives that government officials can use to review compliance with regulations, as well as record detailed data on catch and effort. It was envisaged that industry would have access to these data for its own operational purposes. To test the best way to incorporate this technology as complementary compliance tool, two pilot trials were set up: one in Ghana to cover the domestic tuna purse seine fleet fishing; and one in Fiji to cover the domestic longline fisheries. Close collaboration was established between national governments and industry for implementation. The overall aim of the pilots was to develop an effective implementation process at the national level, so that the information could be properly utilized for compliance purposes. This report documents the successful completion of these trials, and the lessons learned that could benefit electronic monitoring programmes elsewhere.

Synopsis Balancing the Tides by : JoAnna Poblete

Balancing the Tides highlights the influence of marine practices and policies in the unincorporated territory of American Sāmoa on the local indigenous group, the American fishing industry, international seafood consumption, U.S. environmental programs, as well as global ecological and native concerns. Poblete explains how U.S. federal fishing programs in the post–World War II period encouraged labor based out of American Sāmoa to catch and can one-third of all tuna for United States consumption until 2009. Labeled "Made in the USA," this commodity was sometimes caught by non-U.S. regulated ships, produced under labor standards far below continental U.S. minimum wage and maximum work hours, and entered U.S. jurisdiction tax free. The second half of the book explores the tensions between indigenous and U.S. federal government environmental goals and ecology programs. Whether creating the largest National Marine Sanctuary under U.S. jurisdiction or collecting basic data on local fishing, initiatives that balanced western-based and native expectations for respectful community relationships and appropriate government programs fared better than those that did not acknowledge the positionality of all groups involved. Despite being under the direct authority of the United States, American Sāmoans have maintained a degree of local autonomy due to the Deeds of Cession signed with the U.S. Navy at the turn of the twentieth century that created shared indigenous and federal governance in the region. Balancing the Tides demonstrates how western-style economics, policy-making, and knowledge building imposed by the U.S. federal government have been infused into the daily lives of American Sāmoans. American colonial efforts to protect natural resources based on western approaches intersect with indigenous insistence on adhering to customary principles of respect, reciprocity, and native rights in complicated ways. Experiences and lessons learned from these case studies provide insight into other tensions between colonial governments and indigenous peoples engaging in environmental and marine-based policy-making across the Pacific and the globe. This study connects the U.S.-American Sāmoa colonial relationship to global overfishing, world consumption patterns, the for-profit fishing industry, international environmental movements and studies, as well as native experiences and indigenous rights. Open Access publication of this book was made possible by the Sustainable History Monograph Pilot, an initiative sponsored by the Andrew W. Mellon Foundation.
