Energy is crucially important to all of us. We depend on an abundant and affordable supply of energy. The European Commission's flagship Energy Union Strategy recognises this fact and has five aims: energy security; the completion of the internal energy market; energy efficiency; emissions reduction; and research and innovation. An agreed EU energy governance framework will underpin the relationships between the EU institutions and Member States. Such a framework will seek to meet the energy policy objectives of the EU on the one hand, and fulfil national aims on the other. Capacity markets can help to secure energy supply in the medium term at a competitive price. We call for the development of common EU standards for capacity markets, a greater emphasis on the role of regional co-operation, energy storage and demand side measures, and the opening up of domestic capacity markets to cross-border mechanisms. We argue that any EU co-ordination of capacity markets should aim to mitigate the distortion of competition and crossborder trade.

This Handbook provides the most comprehensive account of energy governance in Europe, examining both energy governance at the European level and the development of energy policy in 30 European countries. This edited collection focuses on the impact of the changing global distribution of power on the EU's energy policy and ability to project its approach to energy-related issues abroad. It maps the EU's changing position on global energy, the impact of various factors on its energy policy, and its relations with Russia, China, the USA and Brazil.

Energy in Europe and Russia is in flux. This book presents a rich set of case studies for analyzing the complex and intertwined regional dynamics of multiple actors, levels, and policy fields in energy throughout Europe and Russia, with the aim of offering an alternative view to the prevalent geopolitical or neoliberal approaches.

In a multipolar world with growing demand for energy, not least by Emerging Powers such as Brazil, India, China or South Africa (BICS), questions of EU external energy governance would at first hand appear to be a high-priority. Yet, reality tells a different story: the EU’s geographical focus remains on adjacent countries in the European neighbourhood and on issues related to energy security. Despite being Strategic Partners and engaging in energy dialogues, it seems that the EU is lacking strategic vision and is not perceived as a major actor in energy cooperation with the BICS. Thus, political momentum for energy cooperation and joint governance of scarce resources is vanishing. Resulting from three years of international, interdisciplinary research cooperation among academics and practitioners in Europe and the BICS countries within a project funded by the Volkswagen Foundation, this volume addresses one of the greatest global challenges. Specific focus lies on the bilateral energy dialogues and Strategic Partnerships between the EU and Emerging Powers regarding bilateral, inter- and transnational energy cooperation. Furthermore, the analysis provides policy recommendations in order to tap the full potential of energy cooperation between the EU and Brazil, India, China and South Africa.

In the context of multiple crises, EU Energy and Climate policy is often identied as one of the few areas still exhibiting strong integration dynamics. However, this domain is not exempt from contestation and re-nationalization pressures.
