Seminar paper from the year 2005 in the subject Economics - Other, grade: 1,3, Otto Beisheim School of Management Vallendar, language: English, abstract: More than 5 years have passed since March 2000 when the Lisbon European Council defined its strategic goal for the future decade, namely to“become the most competitive and dynamic knowledge-based society in the world, capable of sustainable economic growth with more and better jobs and greater cohesion.”And while this was planned to be achieved through a set of policy instruments, a significant improvement and increased investment into educational systems formed a cornerstone of the “Lisbon strategy”. It is widely acknowledged in theory and empirically proven that investment in human capital promotes economic growth and creates social returns for society as well as private returns to individuals. In order to realise these returns it is necessary, however, to devote significantly more resources to education and training. So how does the European education system compare to others in the world, which path should it take and how can future success be ensured? How can economic theory justify the investment in human capital? What can the European Union learn from the United States when reforming higher education? Although the paper will not be able to provide definite answers to these questions, it will undertake an attempt towards pointing out the deficiencies of higher education in Europe and what policy instruments could help overcome these.

The volume ‘Reform of Higher Education in Europe’ is published in celebration of CHEPS’ 25th anniversary. All contributors to this book are working at CHEPS, and bring their extensive knowledge of the deep-seated reforms and changes to the field of higher education and research over the last 25 years. The chapters are each devoted to a detailed policy analysis deeply rooted in CHEPS’ quarter-century programme of theoretical and empirical research. Some contributions cover key themes of concern since CHEPS’ early years, including state-university relationships, quality assurance and funding. Other contributions cover more contemporary higher education policy issues, including European reform initiatives (innovation, the Bologna Process, doctoral training and the Erasmus programme) and debates around higher education institutions’ evolving functions, including the university’s third mission and the research function of universities of applied sciences. What unifies all chapters is their recognition that policy success is dependent on smart implementation grounded in a comprehensive understanding of highly complex policy processes. The book as a whole offers clear descriptions and analyses of how policy processes are implemented through co-ordinated institutional and stakeholder interventions. This volume seeks to enhance academic and policy-maker understanding of Europe’s evolving higher education system as it emerges as a cornerstone of the contemporary knowledge society.

Romania hosts the 2012 Bologna / European Higher Education Area Ministerial Conference and the Third Bologna Policy Forum. In preparation for these meetings, The Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) organised the Future of Higher Education - Bologna Process Researchers’ Conference (FOHE-BPRC) in Bucharest on 17-19 October 2011, with the support of the European University Association (EUA) and the Romanian National Committee for UNESCO. The conference brought the voices of researchers into international-level policy making in higher education. The results of the conference are presented in this book. Until now, empirical evidence supporting policies and reforms in higher education has often been a matter of local or regional focus. The development of a pan-European process in higher education policy drives a need to explore wider research topics on which to base policies. This book offers an unprecedented opportunity for higher education researchers to interact and contribute to the political process shaping the European Higher Education Area (EHEA), and to national policy agendas in more than 100 participant countries for the 2012 ministerial events. The book collects more than 50 articles focusing on vital issues in European higher education. This book sets out political economy explanations for higher education policy reform in Europe in the initial decades of the 21st century. With a sustained focus on the national level of policy implementation, institutional change is considered in relationship to broader trends in economic development and globalization. Since the concept of a “Europe of Knowledge” was presented by the European Commission in 1997, the pursuit of global competitiveness sets the context for the international initiative of the Bologna Process that has created the European Higher Education Area (EHEA). Growing from 29 to 48 participating countries, there are three core explanations for change in the policy process: globalization (economic), intergovernmentalism (political), and Europeanization (social). In the year 2000, in Lisbon, the European Union launched an agenda for growth, jobs, sustainability and competiveness with a ten-year target. In 2010, the agenda was re-launched with different specific objectives but with the same final goals. Why do the European Union leaders engage with these ten-year plans? What exactly do they commit to when they do so? Do they learn from the results, or is this a rhetorical exercise that complex organizations need to raise attention to certain issues? This volume is the first-ever systematic study of the Lisbon agenda of the European Union, now called Europe 2020. It explains the rise of the Lisbon agenda as governance architectures and examines its components across time and sectors. This book offers an empirical and theoretical account of the mode of governance that characterizes the Bologna Process. In addition, it shows how the reform materializes and is translated in everyday working life among professors and managers in higher education. It examines the so-called Open Method of Coordination as a powerful actor that uses “soft governance” to advance transnational standards in higher education. The book shows how these standards no longer serve as tools for what were once human organizational, national or international, regulators. Instead, the standards have become regulators themselves – the faceless masters of higher education. By exploring this, the book reveals the close connections between the Bologna Process and the EU regarding regulative and monitoring techniques such as standardizations and comparisons, which are carried out through the Open Method of Coordination. It suggests that the Bologna Process works as a subtle means to circumvent the EU’s subsidiarity principle, making it possible to accomplish a European governance of higher education despite the fact that education falls outside EU’s legislative reach. The book’s research interest in translation processes, agency and power relations among policy actors positions it in studies on policy transfer, policy borrowing and globalization. However, different from conventional approaches, this study draws on additional interpretive frameworks such as new materialism.
