This book inquires about the processes through which different higher education systems have determined national higher education policies related to competitiveness, as well as the strategies they have adopted to enhance their global competitiveness.

Education in Tanzania in the Era of Globalisation Challenges and Opportunities is a product of papers presented at a National Education Conference held in Dodoma, Tanzania in November 2016 and organised by the Aga Khan University-Institute for Educational Development, East Africa (AKU-IED-EA). At present, Tanzanias development direction is guided by Vision 2025, which aims to achieve a high quality livelihood for its people be attainment of Vision 2025 will depend largely on rapid socio-economic development based on several social and economic pillars including, most importantly, education. Clearly, for Tanzania, the scope and quality of education remains the single most important prerequisite to the attainment of Vision 2025 and the 17 Sustainable Development Goals (SDGs). The individual chapters in this publication, and their collective thrust, discuss the challenges in the education system in good faith and in the spirit of cooperation and collaboration guided by the belief that it is not the responsibility of the Government alone to see how these can be addressed. Virtually all countries in the world are struggling to provide the necessary resources to Higher Education. The challenges are particularly complex for economically poor countries in Africa, which have recorded massive expansion in the past decade. This book analyzes the state of funding and financing higher education in Sub-Saharan Africa.

Whilst there is an extensive body of research exploring the barriers to gender equality and female empowerment in high-income states, there are far fewer systematic analyses within lower-income settings. This book draws on extensive empirical data to analyse gender mainstreaming and gender transformative actions in Tanzanian higher education. The book maps the practical landscape of gender mainstreaming across 14 universities in Tanzania, and the theoretical landscape of African theories of masculinities and femininities underpinning educational institutions and practices. It then assesses the Gender Awareness and Transformation through Education project, which was designed to support the development of gender expertise and capacities in research and education at one specific institution, across both its administrative and academic units. Current and future academics at Dar es Salaam University College of Education were trained in gender-based research and education, and a strategic plan was developed to guide in the establishment of a Gender Research Centre that will provide gender expertise in research and teaching to the College; and, over time, to other HEIs nationally and regionally. By bringing together real-world insights from action-based research, the book demonstrates the impact of real-time social change and gender transformation, with implications both for Tanzania and beyond. Bringing novel empirical insights and policy recommendations, this book will be of interest to researchers and policy makers across the fields of gender studies, education, and African studies.

The first of its kind, this book documents and analyzes the international dimension of higher education in Africa based on country case-studies and a consideration of relevant historical and contemporary themes. It identifies trends, developments, and challenges related to the international dimension of higher educational at the institutional, national, and regional levels. It explores the institutional the opportunities and probes the risks while it responds to the growing need for information and analysis of internationalization of higher education in Africa. On the basis of this book project, an effort is underway to establish the African Network for Internationalization of Education (ANIE). This network aims to develop research capacity and expertise to meet the professional and practical needs of individuals, institutions and organizations interested in the international dimension of higher education in Africa.

This nine-country study of higher education financing in Africa includes three East African states (Kenya, Tanzania and Uganda), five countries in southern Africa (Botswana, Lesotho, Mozambique, Namibia and South Africa), and an Indian Ocean island state (Mauritius). Higher Education Financing in East and Southern Africa explores trends in financing policies, paying particular attention to the nature and extent of public sector funding of higher education, the growth of private financing (including both household financing and the growth of private higher education institutions) and the changing mix of financing instruments that these countries are developing in response to public sector financial constraints. 'This unique collection of African-country case studies draws attention to the remaining challenges around the financing of higher education in Africa, but also identifies good practices, lessons and common themes.

This book will help stakeholders in higher education appreciate service-learning as an innovative and active approach with the potential to enrich students’ learning experiences, while adding value to the service mission of higher education. The approach not only links academic learning to everyday life, but also exposes students to a variety of opportunities for the development of life and career skills. The book will serve to bring university teaching out of the clouds and restore in students’ minds the connection between what they are learning and the people their education is meant to help. The approach advocated here will serve to have a long-term and salutary effect on the whole nature of university learning. When students are given the opportunity to participate actively in the learning process, which includes civic engagement, they will be able to learn not only theoretically, but also experientially through practice, as experience is generally one of the best ways to learn.

The idea that developing all sectors of the educational palette is influential for socio-economic development was adopted later in Sub-Saharan Africa than in other world regions. Most efforts went primarily into developing the first stages of education, and rightly so, for many children could not access education at all. Today, all African governments recognize the importance of higher education and increasingly invest in it. They are facing two major, interlinked challenges: rapid population growth and decline in the quality of education. Indeed, despite fertility decline, the region has been confronted with substantial population growth, which will continue for many decades; as such, there is a necessity to increase investment in education. This, in a situation of limited resources, has been at the expense of the quality and the burgeoning of private institutions of higher education. The contributions here discuss the development, quality, and outcomes of higher education in Africa, with a specific focus on relations between Africa and Europe. Issues related to the mobility of African students and scholars are discussed in several national and international case studies.
