The notion of "heritage" has become one of the global tropes in recent years. At the heart of heritage politics are three questions: what heritage is, who decides what it is, and for whom is the decision made. However, existing work on heritage language has rarely tackled these questions, assuming that teaching children of migrants their "heritage language" empowers them. This book challenges this assumption, situating the notion of heritage language in the host society’s involvement in social justice, nation-building efforts, (superficial) celebration of diversity, and investment on global links the migrants offer as well as the migrants’ fear of discrimination and desire for belonging, social status, and economic gain. Based on ethnographic research in Bolivia, Peru, the United States, and Japan, the book illuminates the complexity and political nature of determining what constitutes heritage language for migrants with connections to Japan. This volume opens up a new field of investigation in heritage language studies: the complex linkage between heritage language and social justice for migrants. Heritage language education is a relatively new field developed as "heritage" has become an important trope of belonging, legitimacy and commodification. Many recent studies treat the "heritage language learner" as an objective category. However, it is a social construct, whose meaning is contested by researchers, school administrators and the students themselves. Based on ethnographic fieldwork in 2007-2011 at a weekend Japanese language school in the United States, this monograph investigates the construction of the heritage language learner at the intersections of the knowledge-power complex, ideologies of language and national belonging, and politics of schooling. It examines the ways individuals become, resist and negotiate their new subjectivity as heritage language learners through becoming objects of study, being caught in nationalist aspirations and school politics regarding what to teach to whom, and negotiating with peers with various linguistic proficiency and family backgrounds. The volume proposes a new approach to view the notion of heritage language learner as a site of negotiation regarding the legitimate knowledge of language and ways of belonging, while offering practical suggestions for schools.

Heritage language policies define the context in which heritage languages are maintained or abandoned by communities, and this volume describes and analyzes international policy strategies, as well as the implications for the actual heritage language speakers. This volume brings together heritage language policy case studies from around the world, foregrounding globalization by covering five regions: the Americas, Europe, Africa, Asia, and Australasia. The countries profiled include the United States, Canada, Argentina, Norway, Sweden, Ireland, Uganda, Namibia, Morocco, Japan, South Korea, Singapore, New Zealand, Australia, and Fiji. This volume also highlights an expanded definition of ‘heritage language’, choosing to focus on individual and community identities, and therefore including both Indigenous and immigrant languages. Focusing specifically on language policy relating to heritage languages, the chapters address key questions such as Are heritage languages included or excluded from the national language policy discourse? What are the successes and shortcomings of efforts to establish heritage language policies? What is the definition of ‘heritage language’ in official usage by the local/regional government and stakeholders? How are these language policies perceived by the actual heritage language communities?

As a result of both immigration and birth patterns, the number of individuals in the United States who speak a language other than English is increasing dramatically. At the same time, there are tremendous needs in all areas of the workforce for individuals with proficiency in languages other than English.

Heritage languages, such as the Turkish varieties spoken in Berlin or the Spanish used in Los Angeles, are non-dominant languages, often with little prestige. Their speakers also speak the dominant language of the country they live in. Often heritage languages undergo changes due to their special status. They have received a lot of scholarly attention and provide a link between academic concerns and educational issues. This book takes a language contact perspective: we consider heritage languages from the perspective of their history, their structural properties, and their interaction with other surrounding languages.

Cultural heritage is material – tangible and intangible – that signifies a culture’s history or legacy. It has become a venue for contestation, ranging in scale from protesting to violently claimed and destroyed. But who defines what is to be preserved and what is to be erased? As cultural heritage becomes increasingly significant across the world, the number of issues for critical analysis and, hopefully, mediation, arise. The issue stems from various groups: religious, ethnic, national, political, and others come together to claim, appropriate, use, exclude, or erase markers and manifestations of their own and others’ cultural heritage as a means for asserting, defending, or denying critical claims to power, land, and legitimacy.
