Synopsis A New Growth Engine for Japan by : Rui Xu

Despite recent improvements in female labor force participation, women remain underrepresented in STEM fields in Japan. Given the close link between STEM workers and innovation, encouraging women to pursue STEM careers could boost growth potential. Using a calibrated endogenous growth model with STEM talent, this paper quantifies the potential gains from eliminating barriers to STEM fields among women. The findings suggest that bridging the gender gap in STEM fields can boost TFP growth by 20 percent and consumption-equivalent welfare by 4 percent in Japan.

Synopsis Building Engines for Growth and Competitiveness in China by : Douglas Zhihua Zeng

In the past 30 years, China has achieved an unprecedented development 'miracle' in human history. How did China achieve this? What are the key drivers for such a rapid growth? And most importantly, what can be learned from China s success? While many factors could be identified to explain China's success, it is no doubt that the numerous Special Economic Zones (SEZs) and industrial clusters that emerged after the country s reforms are two important engines that have been driving China s rapid development. The key experiences of China's SEZs and industrial clusters could be best summarized as: gradualism with experimental approach; strong commitment; and an active facilitating state with strong pragmatism. This book reviews the development experiences of China's SEZs and industrial clusters through extensive research, field visits, and case studies in an attempt to benefit the policy-makers, development practitioners, scholars from developing countries, and the global development community in general. It contains five detailed case studies three SEZs in the broadest sense (Shenzhen, Tianjin and Kunshan) and two industrial clusters (Wenzhou footwear cluster in Zhejiang and Xiqiao textile cluster in Guangdong). This volume represents the most comprehensive volume to date on China's experiences with both its SEZ and cluster experiences.

Synopsis Inclusive, Balanced, Sustained Growth in the Asia-Pacific by : Peter A Petri

The recovery of the Asia-Pacific region from the global economic crisis of 2008_2009 is underway but incomplete. Risks range from slow growth and persistent unemployment to re-emerging international imbalances and financial volatility. While early policy responses to the crisis were successful in avoiding a larger calamity, new policy strategies are now needed to resolve imbalances among the United States, China, and other economies, and to build robust demand in the medium term. This report, drafted by an international team of experts for the Pacific Economic Cooperation Council (PECC), provides a policy framework for completing the recovery and achieving sustained growth beyond it. The report identifies priorities for replacing stimulus programmes with structural reforms, and for launching new growth engines to drive investment and employment throughout the Asia-Pacific region. Led by Professor Peter Petri (Brandeis University/East-West Center), the team included eminent scholars from China, Japan, the United States and other countries. The report presents a regional strategy as well as separate, detailed analyses of the challenges facing China, Advanced Asia, Southeast Asia, North America, and South America. It concludes that inclusive, balanced, sustained growth in the region is feasible, but will require structural reforms that change economic relationships within economies and among them, and substantial international cooperation in implementing coherent national policies.
