This book examines the links between economic growth, changing employment conditions, and the reduction of poverty in Latin America in the 2000s. Our analysis answers the following broad questions: Has economic growth resulted in gains in standards of living and reductions in poverty via improved labour market conditions in Latin America in the 2000s, and have these improvements halted or been reversed since the international crisis of 2008? How do the rate and character of economic growth, changes in the various employment and earnings indicators, and changes in poverty and inequality indicators relate to each other? Our contribution is an in-depth study of the multi-pronged growth-employment-poverty nexus based on a large number of labour market indicators (twelve employment and earnings indicators and four poverty and inequality indicators) for a large number of Latin American countries (sixteen of them). The book presents a positive and hopeful set of findings for the period 2000 to 2012/13. Economic growth took place and brought about improvements in almost all labour market indicators and consequent reductions in poverty rates. But not all improvements were equal in size or caused by the same things. Some macroeconomic factors were associated with changes in labour market conditions, some of them always in the welfare-improving direction and some others always in the welfare-reducing direction. Most countries in the region suffered a deterioration in at least some labour market indicators as a consequence of the international crisis of 2008, but the negative effects were reversed very quickly in most countries.

In this major work an economist with long experience as an advisor in developing countries explores the conflict between market forces and political reform that has led straight into Latin America's most serious problems. John Sheahan addresses three central concerns: the persistence of poverty in Latin American countries despite rising national incomes, the connection between economic troubles and political repression, and the relationships between Latin America and the rest of the world in trade and finance, as well as overall dependence. His comprehensive explanation of why many Latin Americans identify open political systems with frustration and economic breakdown will interest not only economists but also a broad range of other social scientists. This is "political economy" in the classical sense of the word, establishing a clear connection between the political and economic realities of Latin America.

Over the last decade Latin America and the Caribbean region has achieved important progress towards the World Bank Group's goals of eradicating extreme poverty and boosting income growth of the bottom 40 percent, propelled by remarkable economic growth and falling income inequality. Despite this impressive performance, social progress has not been uniform over this period, and certain countries, subregions and even socioeconomic groups participated less in the growth process. As of today, more than 75 million people still live in extreme poverty in the region (using $2.50/day/capita), half of them in Brazil and Mexico, and extreme poverty rates top 40 percent in Guatemala and reach nearly 60 percent in Haiti. This means that extreme poverty is still an important issue in both low- and middle-income countries in the region. As growth wanes and progress in reducing the still high levels of inequality in the region slows, it will be more important than ever for governments to focus policies on inclusive growth. The book includes an overview that highlights progress towards the goals of poverty eradication and shared prosperity between 2003 and 2012, unpacks recent gains at the household level using an income-based asset model, and examines some of the policy levers used to affect social outcomes in the region. It draws on 13 country studies, eight of which are featured in this volume: Argentina, Brazil, Colombia, El Salvador, Mexico, Paraguay, Peru, and Uruguay. The other case studies include: Bolivia, Chile, Dominican Republic, Ecuador, and Honduras, which will be included in the web version of the book.

Over the past decades, inequality has risen not just in advanced economies but also in many emerging market and developing economies, becoming one of the key global policy challenges. And throughout the 20th century, Latin America was associated with some of the world’s highest levels of inequality. Yet something interesting happened in the first decade and a half of the 21st century. Latin America was the only region in the World to have experienced significant declines in inequality in that period. Poverty also fell in Latin America, although this was replicated in other regions, and Latin America started from a relatively low base. Starting around 2014, however, and even before the COVID-19 pandemic hit, poverty and inequality gains had already slowed in Latin America and, in some cases, gone into reverse. And the COVID-19 shock, which is still playing out, is likely to dramatically worsen short-term poverty and inequality dynamics. Against this background, this departmental paper investigates the link between commodity prices, and poverty and inequality developments in Latin America.

The book analyzes the social consequences of recent development strategies in Latin America. The volume introduces readers to official strategies, private initiatives and individual responses to issues of welfare and poverty during the twentieth century. These issues are addressed from several disciplines. A substantial introduction is followed by a wide range of case-studies, including Pinochet's Chile, the Haiti of the Duvaliers and Nicaragua under the somocistas and sandinistas, as well as Brazil, Mexico, the Argentine, Cuba and Colombia.

This edited volume studies the complex interrelation of poverty, work, and different stages in the life course, and how it contributes to the permanent existence of poverty and inequality in vulnerable groups in society. Mechanisms of productions and reproduction of these relationships are identified through empirical research carried out in four Latin American countries: Mexico, Argentina, Brazil, and Cuba. This book centers on the experiences of individuals in those less favored social groups who may have suffered structural poverty for decades, or who may have been simply deprived of a basic income to cover their most essential needs.

More than a decade has passed since the introduction of comprehensive macroeconomic stabilization packages and trade, fiscal, and financial market reforms in Latin America and the Caribbean. However, growth prospects remain disappointing; labor markets show lackluster performance, with low participation rates, high and persistent informality, and, in some cases, open unemployment. Creating viable and lasting employment is vital to reduce poverty and spread prosperity in the region. The failure to create more and more productive and rewarding jobs carries substantial political, social, and economic costs. 'Job Creation in Latin America and the Caribbean: Recent Trends and Policy Challenges' provides a thorough examination of the labor market trends in the region in recent decades and assesses the role that labor demand and labor supply factors have played in shaping these outcomes.

Using data from household and labor force surveys, this study documents the effects of the 2008–09 global financial crisis on poverty in Latin America and the Caribbean, the social protection policy responses activated, and a macro-micro modeling of crisis/no-crisis scenarios for Mexico and Brazil.
