This report shows how improving gender mainstreaming via the Greater Mekong Subregion Economic Cooperation Program Strategic Framework 2030 (GMS-2030) can bolster inclusivity and ensure women benefit equally from regional cooperation initiatives. Highlighting common barriers hindering women's participation, it explains how the Gender Strategy Implementation Plan (GSIP) 2025-2030 aims to develop innovative new ways to mainstream gender, explicitly address gender barriers, and tackle pervasive social norms. It details how proposals including setting up a Task Force on Gender, building a knowledge base, and integrating gender equality into GMS-2030's core operations will help meet the GSIP goals.

This report reflects the changes in the South Asia Subregional Economic Cooperation (SASEC) Program's operational plan for the period 2016–2025. It outlines the updates on the supporting list of priority projects resulting from a rigorous vetting process. This involves defining SASEC transport and energy networks and identifying priority projects based on preparedness and their roles in filling network gaps. The result is a more reasonable estimate of funding needs to help meet the SASEC Program's goals of multimodal connectivity, energy market development, and increased intraregional and interregional trade.

GMS-2030 builds upon recognized strengths with a project-led approach that will benefit the community, support connectivity, and improve competitiveness. It also emphasizes the challenges of the coronavirus disease and aims to ensure that government strategies are conducive to a robust recovery in the medium term and beyond. Based on decades of success and program experience, GMS-2030 provides continuity, but will be updated, as necessary, to reflect evolving global or regional forces that may impinge on GMS development prospects.

The fragile and conflict-affected situations (FCAS) and small island developing states (SIDS) approach represents a new way of doing business for the Asian Development Bank (ADB) in its most vulnerable developing member countries. FCAS and SIDS face unique development challenges such as a greater need for governance and institutional capacity building, geographic isolation, small populations, narrow asset bases, and armed conflict. The FCAS and SIDS approach—or FSA—introduces flexible processes and procedures that will allow ADB to tailor interventions to the specific challenges of these countries, with the goal of improving project results, and ultimately improving livelihoods.

The publication discusses how the Knowledge Management Action Plan (KMAP) 2021-2025 connects ADB-wide reforms to improve how knowledge is managed across its business processes and operations. The KMAP strengthens ADB's ability to better deliver tailored knowledge solutions, together with financing, to developing member countries. Big data is already being used to measure, monitor, and manage tourism development, but its potential remains to be fully exploited. This report discusses the trends, opportunities, and challenges in using big data and digitalization in the tourism sector. It highlights how big data is being leveraged for COVID-19 recovery and examines its relationship with statistical frameworks to better measure the economic, social, and environmental impact of tourism. Case studies of partnerships in Asia and the Pacific between the public and private sector demonstrate ways to tap big data.

This report explores how regional cooperation and integration (RCI) can be enhanced in Asia and the Pacific to help the region build back resiliently and sustainably from the coronavirus disease (COVID-19) pandemic. The report reflects on lessons learned from efforts to tackle the pandemic through regional cooperation and integration. It provides insights on how region-wide solidarity can be enhanced with the support of multilateral development banks in areas such as trade and investment, connectivity infrastructure, people's mobility, regional public goods, and policy cooperation. The report was jointly prepared by the ADB, the Asian Infrastructure Investment Bank, the European Bank for Reconstruction and Development, the Islamic Development Bank, and the World Bank Group.

This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.

Thirty years of Ä?ổi Má»›i (economic renovation) reforms have catapulted Vietnam from the ranks of the world’s poorest countries to one of its great development success stories. Critical ingredients have been visionary leaders, a sense of shared societal purpose, and a focus on the future. Starting in the late 1980s, these elements were successfully fused with the embrace of markets and the global economy. Economic growth since then has been rapid, stable, and inclusive, translating into strong welfare gains for the vast majority of the population. But three decades of success from reforms raises expectations for the future, as aptly captured in the Vietnamese constitution, which sets the goal of “a prosperous people and a strong, democratic, equitable, and civilized country.†? There is a firm aspiration that by 2035, Vietnam will be a modern and industrialized nation moving toward becoming a prosperous, creative, equitable, and democratic society. The Vietnam 2035 report, a joint undertaking of the Government of Vietnam and the World Bank Group, seeks to better comprehend the challenges and opportunities that lie ahead. It shows that the country’s aspirations and the supporting policy and institutional agenda stand on three pillars: balancing economic prosperity with environmental sustainability; promoting equity and social inclusion to develop a harmonious middle- class society; and enhancing the capacity and accountability of the state to establish a rule of law state and a democratic society. Vietnam 2035 further argues that the rapid growth needed to achieve the bold aspirations will be sustained only if it stands on faster productivity growth and reflects the costs of environmental degradation. Productivity growth, in turn, will benefit from measures to enhance the competitiveness of domestic enterprises, scale up the benefits of urban agglomeration, and build national technological and innovative capacity. Maintaining the record on equity and social inclusion will require lifting marginalized groups and delivering services to an aging and urbanizing middle-class society. And to fulfill the country’s aspirations, the institutions of governance will need to become modern, transparent, and fully rooted in the rule of law.

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
