In Bring Back the Bureaucrats, John J. DiIulio Jr., one of America’s most respected political scientists and an adviser to presidents in both parties, summons the facts and statistics to show us how America’s big government works and why reforms that include adding a million more people to the federal workforce by 2035 might help to slow government’s growth while improving its performance. Starting from the underreported reality that the size of the federal workforce hasn’t increased since the early 1960s, even though the federal budget has skyrocketed. The number of federal programs has ballooned; Bring Back the Bureaucrats tells us what our elected leaders won’t: there are not enough federal workers to work for our democracy effectively. DiIulio reveals that the government in America is Leviathan by Proxy, a grotesque form of debt-financed big government that guarantees terrible government. The most common image of world politics involves states negotiating, cooperating, or sometimes fighting with one another; billiard balls in motion on a global pool table. Yet working through local proxies or agents, through what Eli Berman and David A. Lake call a strategy of "indirect control," has always been a central tool of foreign policy. Understanding how countries motivate local allies to act in sometimes costly ways, and when and how that strategy succeeds, is essential to effective foreign policy in today's world. In this splendid collection, Berman and Lake apply a variant of principal-agent theory in which the alignment of interests or objectives between a powerful state and a local proxy is central. Genocide by Proxy is an account of a country at war and of a people consigned to the role of pawn in world politics. Michael Haas contends that Cambodia became an arena for superpower conflict and thus could only find peace when the superpowers extricated themselves from the country. In providing perhaps the best explanation of the causes of the Cambodian tragedy, Haas exposes the narcissism that reigns when one state forces another to be its pawn. Haas' analysis entails a study in comparative foreign policies, an exercise that has theoretical merit for political scientists in search of paradigms of political behavior. Challenging the conventional view of Vietnam as the aggressor, this volume vindicates Vietnam's role in the Cambodian conflict, while at the same time revealing the treachery of U.S. foreign policy toward Cambodia. Much of the information in the book is based on Haas' own interviews with more than 100 key international figures and on primary documents. In an introductory chapter devoted to the basic facts of how genocide by proxy began, Haas sets forth the history of Pol Pot's rise and fall. The first three parts of the book, which deal with proxy war, proxy peace, and deproxification, are related in the style of the film Rashomon and detail how each country perceived events and framed policies to use the conflict for its own ends. The final chapter suggests an alternative to this world of superpower chess games. The two appendices contain records of voting in the United Nations on Cambodia. The Social Security Administration (SSA) administers two programs that provide benefits based on disability: the Social Security Disability Insurance (SSDI) program and the Supplemental Security Income (SSI) program. This report analyzes health care utilizations as they relate to impairment severity and SSA's definition of disability. Health Care Utilization as a Proxy in Disability Determination identifies types of utilizations that might be good proxies for "listing-level" severity; that is, what represents an impairment, or combination of impairments, that are severe enough to prevent a person from doing any gainful activity, regardless of age, education, or work experience.

The Clinton administration's National Performance Review of the federal government (also called the Reinventing Government Initiative) is the eleventh effort this century to improve the executive branch and reform the federal service. Most previous efforts have faltered. How can present and future recommendations avoid the same fate? This book provides practical and timely guidance to those trying to improve government performance. The focus of successful attempts, the authors argue, should be sustained evolution, not bursts of invention aimed at sweeping transformation. Specific proposals address ways to change government over the long term, ways to streamline bureaucracy, attract more resourceful and innovative workers, and make agencies more responsive to their customers, the citizens.

While governments throughout the world have different approaches to how they make their public sector information (PSI) available and the terms under which the information may be reused, there appears to be a broad recognition of the importance of digital networks and PSI to the economy and to society. However, despite the huge investments in PSI and the even larger estimated effects, surprisingly little is known about the costs and benefits of different information policies on the information society and the knowledge economy. By understanding the strengths and weaknesses of the current assessment methods and their underlying criteria, it should be possible to improve and apply such tools to help rationalize the policies and to clarify the role of the internet in disseminating PSI. This in turn can help promote the efficiency and effectiveness of PSI investments and management, and to improve their downstream economic and social results. The workshop that is summarized in this volume was intended to review the state of the art in assessment methods and to improve the understanding of what is known and what needs to be known about the effects of PSI activities.
