This report provides a review of the economics of climate change in the Southeast Asia, with a particular focus on Indonesia, Philippines, Singapore, Thailand, and Viet Nam. It confirms that the region is highly vulnerable to climate change and demonstrates that a wide range of adaptation measures are already being applied. The report also shows that the region has a great potential to contribute to greenhouse gas emission reduction, and that the costs to the region and globally of taking no early action against climate change could be very high. The basic policy message is that efforts must be made to apply all feasible and economically viable adaptation and mitigation measures as key elements of a sustainable development strategy for Southeast Asia. It also argues that the current global economic crisis offers Southeast Asia an opportunity to start a transition towards a climate-resilient and low-carbon economy by introducing green stimulus programs that can simultaneously shore up economies, create jobs, reduce poverty, lower carbon emissions, and prepare for the worst effects of climate change.

This book provides a comprehensive overview of what Asian industrial clusters might teach us. At a time when the dynamics of the world''s economy are increasingly being influenced by developments in Asia, the question takes on particular relevance because of the explosion of clusters and cluster policies throughout the region; and because of the great variety of models which can be seen developing in the various countries. Based on robust empirical surveys and interviews conducted in China, Vietnam, Thailand, Malaysia and Japan, the studies collected in this book were first debated at an international workshop in Lyon. From industrial districts to poles of competitiveness, these studies explored the transformation of traditional systems of activities or industrial districts to new networks ready for global competition or innovation, and also the development of new agglomerations or scientific knowledge clusters. The wide range of case studies in this collection offers a rich store of theoretical and practical lessons for analysts, policy-makers and economists. The book will also be a useful guide for graduate students as well as researchers in economics, sociology and political studies.

The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. The project is intended to furnish policy makers and the public with hard facts and deep insights for understanding China's regional and global ambitions. The initiative draws not only on Brookings's deep bench of China and East Asia experts, but also on the tremendous breadth of the institution's security, strategy, regional studies, technological, and economic development experts. Areas of focus include the evolution of China's domestic institutions; great power relations; the emergence of critical technologies; Asian security; China's influence in key regions beyond Asia; and China's impact on global governance and norms. Global China: Assessing China's Growing Role in the World provides the most current, broad-scope, and fact-based assessment of the implications of China's rise for the United States and the rest of the world.

A war between China and the US would be catastrophic, deadly, and destructive. Unfortunately, it is no longer unthinkable. The relationship between the US and China, the world’s two superpowers, is peculiarly volatile. It rests on a seismic fault—of cultural misunderstanding, historical grievance, and ideological incompatibility. No other nations are so quick to offend and be offended. Their militaries play a dangerous game of chicken, corporations steal intellectual property, intelligence satellites peer, and AI technicians plot. The capacity for either country to cross a fatal line grows daily. Kevin Rudd, a former Australian prime minister who has studied, lived in, and worked with China for more than forty years, is one of the very few people who can offer real insight into the mindsets of the leadership whose judgment will determine if a war will be fought. The Avoidable War demystifies the actions of both sides, explaining and translating them for the benefit of the other. Geopolitical disaster is still avoidable, but only if these two giants can find a way to coexist without betraying their core interests through what Rudd calls “managed strategic competition.” Should they fail, down that path lies the possibility of a war that could rewrite the future of both countries, and the world.

Although climate-linked impacts on ASEAN’s economy, increasing vulnerability to severe weather, and interlinkages to transboundary haze, health, security and marine pollution are evident, a recent survey by the ISEAS – Yusof Ishak Institute reveals that Southeast Asians are ambivalent about ASEAN’s effectiveness in tackling climate change. All ASEAN Member States (AMS) are fully committed to accelerating reductions to global emissions under the Paris Agreement and demonstrate political will to set up intersectoral climate governance on renewable energy transition, agriculture and food security, forest and land use protection, disaster risk management, conservation on biodiversity, among many other measures. Under the ASEAN Socio-Cultural Community (ASCC) pillar, the ASEAN Ministerial Meetings on the Environment (AMME) and the ASEAN Senior Officials’ Meeting on the Environment (ASOEN) meet annually to discuss environment-related issues, including climate change. The ASEAN Working Group on Climate Change (AWGCC), one of seven technical working groups reporting to the ASOEN, is tasked to enhance regional cooperation on climate change, promote collaboration between sectoral bodies, and articulate ASEAN’s concerns and priorities at the international level. Climate change issues have become cross-cutting and involve various ASEAN sectoral bodies. The AWGCC’s role, however, is still limited to the environmental mandate. ASEAN needs to establish a super coordinating body on climate change that can ensure information sharing across ASEAN bodies, convene support from dialogue partners, and engage with civil society organizations. The ASEAN Coordinating Council Working Group on Public Health Emergencies (ACCWG-PHE) model established during the COVID-19 crisis can serve as a precedent.

In the coming decades, East Asian economies must face the challenges of an increasingly globalized marketplace. This book explores the changing parameters of competition in East Asia, and argues that success ultimately will depend on the ability of the region's firms to harness the potential of global production networks and to build their own innovative capability. Presenting the latest findings on global production networks and the evolution of technological capabilities, it provides researchers, students, and policymakers with in-depth information and analysis on key issues related to growth and development in East Asia. East Asian firms must not only achieve greater efficiency but also become more innovative, offering differentiated products in order to vie with other first-tier suppliers of multinational corporations. These firms will also need to develop a technological edge if they are to compete with corporations from the leading OECD countries and form their own global production networks. 'Global Production Networking and Technological Change in East Asia' argues that a development strategy linked to technological advance will be necessary to foster the growth of innovative national firms that can remain competitive in global markets.

This study uses satellite imagery and population data for the decade 2000 to 2010 in order to map urban areas and populations across the entire East Asia region, identifying 869 urban areas with populations over 100,000, allowing us for the first time to understand patterns in urbanization in East Asia.
