This book traces the struggles over the institutions of political representation in Central and Eastern Europe, focusing on the factors that have held women back over the post-communist period, as well as on the growing evidence for change throughout the region. Post-communist Europe has long raised two puzzles for scholars of women’s representation in politics. First, why have women been under-represented in politics in every country in the region since communism’s collapse? Secondly, why are there relatively few cases where women’s advocates have been successful in pressing for change? This comparative study of Europe’s new democracies argues that these puzzles are best understood as questions about male dominance – that is, about the mechanisms that sustain, or, alternatively, change long-established patterns of male over-representation in politics over time. The author covers six EU member states – Bulgaria, the Czech Republic, Hungary, Poland, Romania and Slovakia – during the period 1990-2016. How can women maximise their political influence? Does state feminism enhance the political representation of women? Should feminism be established in state institutions to treat women's concerns? Informal norms and political practices can act to facilitate or block changes to formal rules, with important consequences for efforts to promote gender equality. In this book, leading scholars develop sophisticated analytical frameworks and provide detailed empirical knowledge to further our understanding of the gendering of informal institutions. The book begins by assessing our current theoretical and empirical knowledge and outlining the remaining gaps in our understanding around the way gender interacts with informal institutions. It takes up the challenges of gender equality in informal institutions though a feminist institutionalist lens. The empirically based chapters explore the role of informal institutions in three areas of concern for feminist scholars: political recruitment; the executive; and policy and practice; and examine the practical and methodological challenges of researching informal institutions. Using the insights generated in the volume, the final chapter develops a research agenda for future work on gendering informal institutions, considering the potential to design or alter informal institutions, and of different approaches and methodologies.

In recent years, political parties and national legislatures in more than one hundred countries have adopted quotas for the selection of female candidates to political office. Despite the rapid international diffusion of these measures, most research has focused on single countries - or, at most, the presence of quotas within one world region. Consequently, explanations for the adoption and impact of gender quotas derived from one study often contradict with findings from other cases. Quotas for Women in Politics is the first book to address quotas as a global phenomenon to explain their spread and impact in diverse contexts around the world. It is organized around two sets of questions. First, why are quotas adopted? Which actors are involved in quota campaigns, and why do they support or oppose quota measures? Second, what effects do quotas have on existing patterns of political representation? Are these provisions sufficient for bringing more women into politics? Or, does their impact depend on other features of the broader political context? Synthesizing literature on quota policies, this book develops a framework for analyzing the spread of quota provisions and the reasons for variations in their effects. Brazil's quality of democracy remains limited by enduring obstacles including the weakness of parties and underrepresentation of marginalized groups. Party Institutionalization and Women's Representation in Democratic Brazil theorizes the connections across those problems, explaining how weakly institutionalized and male-dominant parties interact to undermine descriptive representation in Brazil. This book draws on an original multilevel database of 27,653 legislative candidacies spanning six election cycles, over 100 interviews, and field observations from throughout Brazil. Wylie demonstrates that more inclusive participation in candidate-centered elections amidst raced-gendered structural inequities relies on institutionalized parties with the capacity to support women, and the will, heralded by party leadership, to do so. The book illustrates how women leaders in Brazil's more institutionalized parties enable white and Afro-descendant female aspirants to navigate the masculinized terrain of formal politics. It enhances our understanding of how parties mediate electoral rules, as well as institutional and party change in the context of weak but robustly gendered institutions.
