This report represents the findings and recommendations of the Military Leadership Diversity Commission. Congress asked the commission to "conduct a comprehensive evaluation and assessment of policies that provide opportunities for the promotion and advancement of minority members of the armed forces, including minority members who are senior officers." The commission's recommendations support two overriding and related objectives: (1) that the armed forces systematically develop a demographically diverse leadership that reflects the public it serves and the forces it leads and (2) that the services pursue a broader approach to diversity that includes the range of backgrounds, skill sets, and personal attributes that are necessary to enhancing military performance. The commission finds several tacit barriers to advancement throughout a service member's career, such as a lack of clarity regarding promotion opportunities, and also one overt barrier: the policy excluding women from combat. The commission proposes changes which would start at the moment of recruiting, and proposes allowing women to serve in combat.

The objective of this evaluation was to determine the extent to which the DoD implemented the objectives, strategic actions, and initiatives from the Military Leadership Diversity Commission’s 2011 Final Report, “From Representation to Inclusion: Diversity Leadership for the 21st Century Military,” and the “Department of Defense Diversity and Inclusion Strategic Plan (2012‐2017).” We found that the DoD and the Services implemented 6 of the 18 recommendations identified in the 2011 MLDC report.

Two recent policy documents lay out a new vision for diversity in the U.S. Department of Defense (DoD): the Military Leadership Diversity Commission's From Representation to Inclusion: Diversity Leadership for the 21st-Century Military and the Department of Defense Diversity and Inclusion Strategic Plan, 2012-2017. These documents define the mission, set goals for diversity, and provide a general strategic framework for achieving these goals. The purpose of this report is to provide a framework to support DoD in the implementation of its strategic plan and to ensure that the resources devoted to these efforts are targeted for long-term success. The framework emphasizes the creation of an enduring accountability system; categorizes the strategic initiatives specified in DoD's strategic plan along three key dimensions -- compliance, communication, and coordination ("the three Cs"); and prioritizes them across time -- short, medium, and long term. The framework can help all DoD components work toward the vision described in the strategic plan in a deliberate, synchronized effort by complying with current laws, regulations, and directives; communicating effectively to internal as well as external stakeholders; and coordinating efforts to ensure continuing change.

The revolution in military recruitment advertising to people of color and women played an essential role in making the US military one of the most diverse institutions in the United States. Starting at the dawn of the all-volunteer era, Jeremiah Favara illuminates the challenges at the heart of military inclusion by analyzing recruitment ads published in three commercial magazines: Sports Illustrated, Cosmopolitan, and Ebony. Favara draws on Black feminism, critical race theory, and queer of color critique to reveal how the military and advertisers affected change by deploying a set of strategies and practices called tactical inclusion. As Favara shows, tactical inclusion used representations of servicemembers in the new military to connect with people susceptible to recruiting efforts and rendered these new audiences vulnerable to, valuable to, and subject to state violence. Compelling and eye-opening, Tactical Inclusion combines original analysis with personal experience to chart advertising’s role in building the all-volunteer military.

“When I became secretary of defense,” Ashton B. Carter said when announcing that the Pentagon would open all combat jobs to women, “I made a commitment to building America's force of the future. In the twenty-first century, that requires drawing strength from the broadest possible pool of talent.” That “pool of talent”—and how our nation's civilian and military leaders have tried to fill it—is what Military Service and American Democracy is all about. William Taylor chronicles and analyzes the long and ever-changing history of that often contentious and controversial effort, from the initiation of America's first peacetime draft just before our entry into World War II up to present-day conflicts in Iraq and Afghanistan. A history that runs from the selective service era of 1940–1973 through the era of the All-Volunteer Force of 1973 to the present, his book details the many personnel policies that have shaped, controlled, and defined American military service over the last eight decades. Exploring the individual and group identities excluded from official personnel policy over time—African Americans, women, and gays among others—Taylor shows how military service has been an arena of contested citizenship, one in which American values have been tested, questioned, and ultimately redefined. Yet, we see how this process has resulted in greater inclusiveness and expanded opportunities in military service while encouraging and shaping similar changes in broader society. In the distinction between compulsory and voluntary military service, Taylor also examines the dichotomy between national security and individual liberty—two competing ideals that have existed in constant tension throughout the history of American democracy.

This research and policy book examines the role of women in the military and the overwhelming evidence to date that warranted repealing the combat exclusion policy. It explores the following questions: How can the success of women in the military serve as justification for its repeal? What will be the potential impact of repealing the policy on the recruitment, promotion and retention of women in the military? How will repealing the combat exclusion policy change the ways in which military men relate to military women? How can repealing the policy set women on the course toward full agency and representation as full citizens in American society at large? Not only will this book help in filling the gaps of the existing literature of public administration and public policy about women in the military but it will provide the personal insights of women who have served under the combat exclusion policy.

The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.

In 2010, Attitudes Aren't Free: Thinking Deeply About Diversity in the US Armed Forces was published. In 2017, it was placed on the Air Force Chief of Staff's Reading List. Now, more than a decade later, with tens of thousands of copies in circulation across government, industry and academia, it has become celebrated as a model for engaging in critical discussions on social policy topics that span the spectrum of perspectives on religious expression, race, gender and sexuality with contributions from the brightest voices within the US. Since publication, the long-standing debates have continued on the proper role of religious expression within military units. We have seen increasing levels of racial and gender diversity in the senior leadership ranks. "Don't Ask, Don't Tell" was repealed by Congress. Transgender military members have since been allowed to serve openly. Today, we continue to engage the traditional ongoing dialogues but with a new focus on the #MeToo and #BlackLivesMatter movements within society that have ultimately resulted in the transition of power between the 45th and 46th Presidents of the United States. Tomorrow's leaders must not only understand the changing landscape of societal attitudes of the citizens in which they serve, the mandates of our elected leaders that will serve as the Commander-in-Chief of the US Armed Services, but also to best prepare to lead the men and women of the armed services in the most effective manner possible. Volume I of tAtitudes Aren't Free: Thinking Deeply About Diversity in the Armed Forces (2010) offered a framework for improving social policy in the areas of religious expression, sexuality, race and gender by showcasing the complexity through the use of opposing perspectives. Volume II reflects on the progress made over the decade since, but instead of laying the groundwork of a plurality of perspective as in Volume I, Volume II relies on the realities of the national, institutional and personal levels using service members' lived experiences to develop a more robust understanding of life in the military for individuals from increasingly more diverse backgrounds. Ultimately, though reflective dialogue, Volume II seeks to explore and contrast the current social policies of the US Armed Services with the rhetoric that military institutions continue to espouse around the same topical areas addressed in the first volume. This is a Call to Action.
