This volume analyzes the concerns that must be addressed if Asia-Pacific Economic Cooperation (APEC) is to be a viable component of the post-Cold War international order, such as what the future role of the USA who made Asia's transformation possible since 1945, is as a leader in that region. The economic analysis of legal and regulatory issues need not be limited to the neoclassical economic approach. The expert contributors to this work employ a variety of heterodox legal-economic theories to address a broad range of legal issues. They demonstrate how these various approaches can lead to very different conclusions concerning the role of the law and legal intervention in a wide array of contexts. The schools of thought and methodologies represented here include institutional economics, new institutional economics, socio-economics, social economics, behavioral economics, game theory, feminist economics, Rawlsian economics, radical economics, Austrian economics, and personalist economics. The legal and regulatory issues examined include anti-trust and competition, corporate governance, the environment and natural resources, land use and property rights, unions and collective bargaining, welfare benefits, work-time regulation and standards, sexual harassment in the workplace, obligations of employers and employees to each other, crime, torts, and even the structure of government. Each contributor brings a different emphasis and provides thoughtful, sometimes provocative analysis and conclusions. Together, these heterodox insights will provide valuable supplementary reading for courses in law and economics as well as public policy and business courses at both the graduate and undergraduate levels.

Most studies of Asia-Pacific security are marked by pessimism and continuing belief in the virtues of a balance of power. Pacific Asia? goes against the grain by pointing to a number of positive developments--especially economic--in regional relationships, the absence of an arms race, the growth of multilateral groups, and an emerging consensus on the importance of nonmilitary paths to national security. Above all, Mel Gurtov stresses a definition of security that focuses on basic human needs, social justice, and environmental protection. The author disagrees with proponents of a China threat, criticizes U.S. Cold War notions of security through forward-based power, and argues for new efforts at regional dialogue based on multilateral cooperation, sensitivity to Asian nationalism, and a role for Japan as a 'global civilian power.'

This collection makes available key articles on the Japan-North American relationship from the Meiji era to the present. Volume one focuses on the necessity of Japanese modernization post-1868 and examines the build-up to the Japanese bombing of Pearl Harbour. Volume two looks at the post-war period, in which US forces occupied Japan and were instrumental in its rebuilding as an economic superpower. Japanese Foreign Policy in Asia and the Pacific aims to provide a broadened framework for examining Japan's foreign policy making by looking at conversion and diversion of interests among Japanese and American policy actors. These include governmental and non-governmental as well as domestic and transnational actors. Utilizing this theoretical framework, the contributors examine the role of U.S. pressure and its interaction with Japan's domestic and Japan-based transnational actors' interests through geographically or thematically focused case studies from Asia and the Pacific regions.

The Asia-Pacific Economic Cooperation (APEC) was founded in 1989. Since then the forum has developed into a major player in tri-partite relations between North America, East Asia and Europe. The Seattle and Bogor Summits were landmark events suggesting to many observers a gravitational shift in the world economy and world politics. Yet the Asian financial crisis had a sobering effect on high-flying expectations as APEC contributed little to crisis management. The traditional form of official development assistance (ODA) has assumed less importance. With more liberalized conditions fostering a more open economic environment in the developing countries, private resources and multilateral bank lending have assumed a leading role. This means that those countries not favouring open policies will be left behind while they rely on ODA as the only resource -- yet this resource is declining.Following the devastations caused by the 1997 Asian Currency Crisis, it is clear that coherent APEC guidance to create sufficiency in infrastructure is necessary. A reassessment of ODA for infrastructure is recommended while not demeaning the dependence of some poorer nations on the traditonal form of development assistance.
