Forest tenure reforms are occurring in many developing countries around the world. These reforms typically include devolution of forest lands to local people and communities, which has attracted a great deal of attention and interest. While the nature and level of devolution vary by country, all have potentially important implications for resource allocation, local ecosystem services, livelihoods and climate change. This book helps students, researchers and professionals to understand the importance and implications of these reforms for local environmental quality, climate change, and the livelihoods of villagers, who are often poor. It is shown that local forest management can often be more successful than top-down management of common pool forest resources. The relationship of local forest tenure reform to the important climate change initiative REDD+ is also considered. The work includes a number of generic chapters and also detailed case studies from China, Ethiopia, Kenya, Nepal, Tanzania and Uganda. This volume provides new insights and conceptual understandings of the human and gender dimension of vulnerability in relation to the dynamics of tenure reforms in the dryland forests of Asia and Africa. The book analyzes the interaction between biophysical factors such as climate variability (e.g. droughts) with socio-political processes (e.g. new institutions and authority) and gender dimensions at various temporal and spatial scales. The book presents a number of case studies based on empirical research on forest tenure reform and it consequences on forest-dependent people. In particular, it highlights the interaction between legal, policy and institutional reform and the inclusion and/or exclusion of local people from deriving benefits from forest resources in the drylands. The book focuses on the questions how land tenure reform and natural resource governance impacts upon marginal groups (along individual, collective and gender dimensions); how do forest-dependent people prepare for and respond to vulnerability; and what is the effect of forest tenure policy reform on the human rights, gender and citizenship issues in relation to the use and management of forest resources and on conflict in forest zones. These issues are approached from the perspective of marginalized groups (gender and social diversity such as indigenous peoples and herders) in vulnerable dryland forests with a high risk of being exposed to climate variability.

Who has rights to forests and forest resources? In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity. This short handbook outlines the nature of the problems faced by government agency personnel in the implementation of tenure reforms and is aimed at supporting their understanding of the issues and helping overcome challenges. It provides an introduction to key concepts and problems||discusses the results of a survey presenting the perceptions of government practitioners on the prevalence and importance of these issues||and proposes some mitigation strategies.

The tropical forests are vanishing faster than ever. At one international conference after another, politicals and planners wring their hands at the world's approaching doom. Deforestation, they tell us, is caused by 'poverty', 'over-population' and 'under-development'. The solutions are therefore obvious - fewer people and more development.This book challenged these assumptions. Deforestation, it argues, is an expression of structural inequalities within tropical countries in their relations with the industrial North. Throwing air money into the development pot will only accelerate forest loss if these structural issues are not simultaneously addressed.Based on six country studies from Latin America, Asia, and Africa to illustrate the real complexity of the problem and the diversity of situations that exist, this book shows how land concentration, land speculation and landlessness are the main causes of improvident land use. Poor people, denied land and livelihood are being forced into the forests in ever increasing numbers for sheer survival, often encouraged by government and development agency funding. Meanwhile the lands they have been forced to abandon are turned over to agribusiness producing cash crops for export.Agrarian reform must be moved to the top of the global agenda. Without land and food security, rural communities will become increasingly destabilises and impoverished and vulnerable ecosystems will be destroyed. Local people must be allowed to regain control over their land and their economies, and Third World debt cancelled, if the twin problems of poverty and environmental destruction are to be tackled.
