ADP 3-0, Operations, constitutes the Army's view of how to conduct prompt and sustained operations across multiple domains, and it sets the foundation for developing other principles, tactics, techniques, and procedures detailed in subordinate doctrine publications. It articulates the Army's operational doctrine for unified land operations. ADP 3-0 accounts for the uncertainty of operations and recognizes that a military operation is a human undertaking. Additionally, this publication is the foundation for training and Army education system curricula related to unified land operations. The principal audience for ADP 3-0 is all members of the profession of arms. Commanders and staffs of Army headquarters serving as joint task force (JTF) or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Trainers and educators throughout the Army will use this publication as well.

This paper focuses on the formulation of doctrine since World War II. In no comparable period in history have the dimensions of the battlefield been so altered by rapid technological changes. The need for the tactical doctrines of the Army to remain correspondingly abreast of these changes is thus more pressing than ever before. Future conflicts are not likely to develop in the leisurely fashions of the past where tactical doctrines could be refined on the battlefield itself. It is, therefore, imperative that we apprehend future problems with as much accuracy as possible. One means of doing so is to pay particular attention to the business of how the Army's doctrine has developed historically, with a view to improving methods of future development.

ADP 5-0 provides doctrine on the operations process. It describes fundamentals for effective planning, preparing, executing, and assessing operations. It describes how commanders, supported by their staffs, employ the operations process to understand situations, make decisions, direct action, and lead forces to mission accomplishment. To comprehend doctrine contained in ADP 5-0, readers should first understand the fundamentals of unified land operations described in ADP 3-0. As the operations process is the framework for the exercise of command and control, readers should also understand the fundamentals of command and control and mission command described in ADP 6-0. Readers must also understand how the Army ethic guides decision making throughout the operations process (see Army doctrine on the Army profession).

Volume 2, Bringing Order to Chaos: Combined Arms Maneuver in Large Scale Combat Operations, opens a dialogue with the Army. Are we ready for the significantly increased casualties inherent to intensive combat between large formations, the constant paralyzing stress of continual contact with a peer enemy, and the difficult nature of command and control while attempting division and corps combined arms maneuver to destroy that enemy? The chapters in this volume answer these questions for combat operations while spanning military history from 1917 through 2003. These accounts tell the challenges of intense combat, the drain of heavy casualties, the difficulty of commanding and controlling huge formations in contact, the effective use of direct and indirect fires, the need for high quality leadership, thoughtful application of sound doctrine, and logistical sustainment up to the task. No large scale combat engagement, battle, or campaign of the last one hundred years has been successful without being better than the enemy in these critical capabilities. What can we learn from the past to help us make the transition to ready to fight tonight?

FM 5-0 (including Change 1), The Operations Process, constitutes the Army's view on planning, preparing, executing, and assessing operations. It describes how commanders-supported by their staffs, subordinate commanders, and other military and civilian partners-exercise mission command during the conduct of full spectrum operations. It describes how design assists commanders with understanding complex problems and developing an operational approach to solve or manage those problems throughout the conduct of operations. This manual applies to all Army forces. The principal audience for this manual is Army commanders and unit staffs (officers, noncommissioned officers, and Soldiers). Commanders and staffs of Army headquarters serving as a joint task force or a multinational headquarters should also refer to applicable joint or multinational doctrine for the exercise of command and control. Trainers and educators throughout the Army also use this manual. Terms that have joint or Army definitions are identified in both the glossary and the text. This manual provides guidance on reconstitution. It defines reconstitution; describes the planning, training, decision making, and execution processes; and establishes responsibilities. The intent is to provide commanders facing reconstitution on the AirLand Battlefield with guidance on how to maintain maximum combat power within situational and resource constraints. Reconstitution is extraordinary action that commanders plan and implement to restore units to a desired level of combat effectiveness commensurate with mission requirements and available resources. It transcends normal day-to-day force sustainment action. However, it uses existing systems and units to do so. No resources exist solely to perform reconstitution. The manual gives information to commanders and staffs who provide combat service support in regeneration operations. It also informs commanders and staffs of all types of units what support is likely available in regeneration and what their responsibilities are. The manual is applicable to all theaters and levels of command. The principles are adaptable to all levels of conflict intensity at the operational and tactical levels of war. However, the primary focus of this manual is the regeneration of battalions and brigades.
