Yet responses to the challenges of recovery vary greatly and in ways that aren’t explained by the magnitude of the catastrophe or the amount of aid provided by national governments or the international community. The difference between resilience and disrepair, as Daniel P. Aldrich shows, lies in the depth of communities’ social capital. Building Resilience highlights the critical role of social capital in the ability of a community to withstand disaster and rebuild both the infrastructure and the ties that are at the foundation of any community. Aldrich examines the post-disaster responses of four distinct communities—Tokyo following the 1923 earthquake, Kobe after the 1995 earthquake, Tamil Nadu after the 2004 Indian Ocean Tsunami, and New Orleans post-Katrina—and finds that those with robust social networks were better able to coordinate recovery. In addition to quickly disseminating information and financial and physical assistance, communities with an abundance of social capital were able to minimize the migration of people and valuable resources out of the area. With governments increasingly overstretched and natural disasters likely to increase in frequency and intensity, a thorough understanding of what contributes to efficient reconstruction is more important than ever. Building Resilience underscores a critical component of an effective response.

This is the second of five ambitious volumes theorizing the structure of governance above and below the central state. This book is written for those interested in the character, causes, and consequences of governance within the state. The book argues that jurisdictional design is shaped by the functional pressures that arise from the logic of scale in providing public goods and by the preferences that people have regarding self-government. The first has to do with the character of the public goods provided by government: their scale economies, externalities, and informational asymmetries. The second has to do with how people conceive and construct the groups to which they feel themselves belonging. In this book, the authors demonstrate that scale and community are principles that can help explain some basic features of governance, including the growth of multiple tiers over the past six decades, how jurisdictions are designed, why governance within the state has become differentiated, and the extent to which regions exert authority. The authors propose a postfunctionalist theory which rejects the notion that form follows function, and argue that whilst functional pressures are enduring, one must engage human passions regarding self-rule to explain variation in the structures of rule over time and around the world. Transformations in Governance is a major new academic book series from Oxford University Press. It is designed to accommodate the impressive growth of research in comparative politics, international relations, public policy, federalism, environmental and urban studies concerned with the dispersion of authority from central states up to supranational institutions, down to subnational governments, and side-ways to public-private networks. The Country Water Assessment (CWA) evaluates the balance between reliable and available water supplies and future demands for sustainable economic development in Indonesia. Articulated around the water,food, and energy nexus, the CWA explores technical, institutional, and policy options to improve planning, management, and development of water resources. The 2015-2019 midterm government development policy guides the priorities covered under the CWA. This assessment intends to provide a platform for dialogue to advance water reforms across Indonesia, focusing on Java, Sumatera, and Sulawesi---the country’s three main economic regions.

A U.S.-Indonesia Partnership for 2020 explores avenues to boost cooperation in all three of these pillars. Political and security relations between the United States and Indonesia have grown more robust in recent years. Trade and economic relations, while growing, remain contentious.
