Forty years ago the Naval Studies Board was created at the request of then Chief of Naval Operations Admiral Elmo R. Zumwalt, Jr. As stated in his request to the National Academy of Sciences, he thought it important for the Navy to have an outside resource to which it could turn "for independent and outside counsel on any area of its responsibilities involving the interplay of scientific and technical matters with other national issues." Admiral Zumwalt, together with Under Secretary of the Navy Honorable David S. Potter and President of the National Academy of Sciences Dr. Philip Handler, recognized the importance of not only continuing but also focusing and strengthening the relationship that had existed between the National Academy of Sciences and the Department of the Navy since the Academy's creation in 1863. To commemorate this special anniversary, Naval Studies Board 40th Anniversary provides an overview of the history, mission, and accomplishments of the Board. In the coming years, the Naval Studies Board will continue to serve as a source of independent, long-range, scientific and technical planning advice for the nation's naval forces. It will also work to ensure that the relationships between the operational, science, engineering, and technical communities remain as strong and productive as ever to ensure that progress continues in areas most critical to meeting future naval forces' needs.

The reduction of the fire hazard of fuel is critical to improving survivability in impact-survivable aircraft accidents. Despite current fire prevention and mitigation approaches, fuel flammability can overwhelm post-crash fire scenarios. The Workshop on Aviation Fuels with Improved Fire Safety was held November 19-20, 1996 to review the current state of development, technological needs, and promising technology for the future development of aviation fuels that are most resistant to ignition during a crash. This book contains a summary of workshop discussions and 11 presented papers in the areas of fuel and additive technologies, aircraft fuel system requirements, and the characterization of fuel fires.

Fishing vessels can be equipped with energy efficient refrigeration technology applying natural working fluids. Ammonia refrigeration systems have been the first choice, but CO2 units have also become increasingly common in the maritime sector in the last few years. When retrofitting or implementing CO2 refrigeration plants, less space on board is required and such units allow good service and maintenance. Nowadays, cruise ship owners prefer CO2 units for the provision refrigeration plants.Ship owners, responsible for the health and safety of the crew and passengers, must carefully evaluate the usage of flammable low GWP working fluids, due to a high risk that toxic decomposition products are formed, even without the presence of an open flame. Suggestions for further work include a Nordic Technology Hub for global marine refrigeration R&D and development support for key components.
