This manual describes the organizations, processes, procedures, and systems involved in the rail operations across the military spectrum. The focus of this manual is for the reader to gain an understanding of the Army rail system and how it functions. Rail transport operations in developed nations are considered to be a HN provided service. In contingency areas, US rail units may have to be employed to support the theater of operations. This FM sets forth transportation rail doctrine and organizational structure. It is written to explain the functions of rail transport operations service in a theater of operations. It provides basic information for commanders and staffs of supporting units and for staff officers of higher HQ. It is also intended to serve as a text for student instruction and training of rail unit personnel. This manual remains consistent with Army operations, logistics doctrine, and concepts currently published or in the process of being published. However, the reader is cautioned that logistics doctrine is changing - and changing rapidly. The on-going efforts to reduce the Army logistics footprint and move to the Objective Force will require doctrinal change. Users acting within the scope of their authority may vary from this doctrine in this manual when such variation will result in improved operations. The Army's environmental strategy into the 21st century defines its philosophy and commitment in protecting and preserving the environment and natural resources for present and future generations. Sound environmental practices and considerations must be integrated into all Army documents, missions, and operations. In keeping with the Army's vision to be a national leader in environmental stewardship, commanders and leaders must ensure that all local, state, federal, and host nation laws and regulations pertaining to the environment are included in the planning process and followed to an extent consistent with operational considerations.

ADP 5-0 provides doctrine on the operations process. It describes fundamentals for effective planning, preparing, executing, and assessing operations. It describes how commanders, supported by their staffs, employ the operations process to understand situations, make decisions, direct action, and lead forces to mission accomplishment. To comprehend doctrine contained in ADP 5-0, readers should first understand the fundamentals of unified land operations described in ADP 3-0. As the operations process is the framework for the exercise of command and control, readers should also understand the fundamentals of command and control and mission command described in ADP 6-0. Readers must also understand how the Army ethic guides decision making throughout the operations process (see Army doctrine on the Army profession).

Doctrine provides a military organization with unity of effort and a common philosophy, language, and purpose. This manual, "Theater Army Operations" (FM3-93), discusses the organization and operations of the theater army headquarters, including its role as the Army Service component command (ASCC) to the geographic combatant commander (GCC) and the relationships between the theater army headquarters and the theater enabling commands. The manual also discusses theater army responsibilities for setting the theater, Title 10 functions and responsibilities, generally referred to as the combatant commander's daily operations requirements, as well as the operational employment of the theater army's contingency command post (CCP) to directly mission command limited types of operations.

Training Circular (TC) 3-09.81, "Field Artillery Manual Cannon Gunnery," sets forth the doctrine pertaining to the employment of artillery fires. It explains all aspects of the manual cannon gunnery problem and presents a practical application of the science of ballistics. It includes step-by-step instructions for manually solving the gunnery problem which can be applied within the framework of decisive action or unified land operations. It is applicable to any Army personnel at the battalion or battery responsible to delivered field artillery fires. The principal audience for ATP 3-09.42 is all members of the Profession of Arms. This includes field artillery Soldiers and combined arms chain of command field and company grade officers, middle-grade and senior noncommissioned officers (NCO), and battalion and squadron command groups and staffs. This manual also provides guidance for division and corps leaders and staffs in training for and employment of the BCT in decisive action. This publication may also be used by other Army organizations to assist in their planning for support of battalions. This manual builds on the collective knowledge and experience gained through recent operations, numerous exercises, and the deliberate process of informed reasoning. It is rooted in time-tested principles and fundamentals, while accommodating new technologies and diverse threats to national security.
