This book examines the international efforts to regulate violence in Kosovo since 1999 through the United Nations Mission in Kosovo (UNMIK) and covers 15 years of international presence. The book analyses the process of implementing international policies from a sociological perspective, and looks at the adaptations and arrangements of public policies achieved through the transactions of international actors with local actors, who are at the heart of policy implementation. In particular, it analyses the disarmament, demobilisation, and reintegration of combatants (DDR) programme and shows the extent to which it was co-produced with Kosovo Liberation Army (KLA) leaders co-opted by international administrators. These analyses take the opposite view to the work that considers ex-combatants as spoilers. In Kosovo, the combatant leaders acted as peace brokers, facilitating demobilisation and exercising disciplinary control over rank-and-file combatants. Their position as brokers helped them to take control of the new state being built under international administration. This book shows the importance of the relationship between ex-combatants and the state and illustrates the multiplicity of their possible trajectories, including political ones. To elucidate the dynamics of co-production in shaping DDR policies and hybridising international policies as well as in state formation, the book relies on around a hundred interviews with ex-combatants of the KLA and with international personnel, as well as on the archives of international organisations and observations in the field. This book will be of much interest to students of international statebuilding, peace and conflict studies, Balkan politics and international relations.

This book examines how the economic survival strategies of former fighters in Liberia can help explain the trajectories of war-to-peace transitions.

While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.

This book investigates demobilisation, disarmament and reintegration (DDR) in Colombia during the twentieth and twenty-first centuries. The six large peace processes and amnesties that took place in Colombia over this period were nation-led, providing an interesting case study for the wider DDR literature, which has historically focused on Africa and Asia. The continuous process of creating and demobilising illegal armed groups has been pivotal in building the Colombian state. Although the peace settlements and amnesties have brought renewed cycles of violence, they have also been key to the negotiation of democracy and citizenship rights for both ex-combatants and wider sectors of the population. Here the author analyses the role of DDR programmes in building state and citizenship. Comparing DDR during Alvaro Uribe’s presidency and the peace process with the FARC guerrilla under the presidency of Juan Manuel Santos, the book draws on extensive fieldwork conducted with local authorities, officers on the ground and ex-combatants themselves. It details the process of creating and implementing DDR policy and explores the difficulties, challenges and security dilemmas ex-combatants may face in integrating within a post-conflict society in social, economic and political dimensions. Bringing us right up to date with the implementation of the FARC's peace process and the challenges ahead in the reintegration of ex-combatants under a new president, this book will be of interest to scholars and researchers of politics and development in Colombia, and to those with an interest in peace-building, state-building and DDR in other countries and conflicts.

This publication focuses on the gender dimensions of intrastate conflicts (civil wars), organised around eight key themes of gender and warfare, sexual violence, formal and informal peace processes, post-conflict legal frameworks, work issues, rehabilitation of social services and community-driven development. This open access book on the state of peacebuilding in Africa brings together the work of distinguished scholars, practitioners, and decision makers to reflect on key experiences and lessons learned in peacebuilding in Africa over the past half century. The core themes addressed by the contributors include conflict prevention, mediation, and management; post-conflict reconstruction, justice and Disarmament Demobilization and Reintegration; the role of women, religion, humanitarianism, grassroots organizations, and early warning systems; and the impact of global, regional, and continental bodies. The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa.
