Synopsis European Social Integration and the Roma by : Cerasela Voiculescu

In the field of political sociology and European studies, there has long been a discussion on transnational neoliberal development and ethnic groups’ self-governance. Notwithstanding, there has been limited exploration in relation to modes of knowledge production associated with neoliberal governance of the Other (e.g. ethnic and indigenous groups), which capture its idiosyncratic modes of political expression and empowerment. Drawing on Michel Foucault’s political philosophy, this book discusses European social integration as transnational neoliberal governmentality and challenges its epistemologically constituted subaltern subject. Neoliberalism is questioned in relation to its programs of securitisation of poverty and authoritarian models of self-governance associated with instrumentality of the market. In this context, the book’s rich political historical ethnography develops a new framework for the study of social power. Furthermore, inspired by Jacques Rancière's radical philosophy, European Social Integration and the Roma proposes a new mode of knowledge production about populations excessively subjected to neoliberal governmentality, heralding the epistemological decolonisation of the neoliberal subject. Presenting an insightful new prospect in critical sociology as well as the conceptualization of power and the application of theories of governmentality, this book will appeal to scholars interested in the areas of political sociology and anthropology, international relations, social and political theory/philosophy and post-development studies.

Synopsis Constructing Roma Migrants by : Tina Magazzini

This open access book presents a cross-disciplinary insight and policy analysis into the effects of European legal and political frameworks on the life of ‘Roma migrants’ in Europe. It outlines the creation and implementation of Roma policies at the European level, provides a systematic understanding of identity-based exclusion and explores concrete case studies that reveal how integration and immigration policies work in practice. The book also shows how the Roma example might be employed in tackling the governance implications of our increasingly complex societies and assesses its potential and limitations for integration policies of vulnerable groups such as refugees and other discriminated minorities. As such the book will be of interest to academics, practitioners, policy-makers and a wider academic community working in migration, refugee, poverty and integration issues more broadly.

Synopsis EU Social Inclusion Policies in Post-Socialist Countries by : Ingrid Fylling

The fact that post-socialist European Union (EU) countries are struggling with implementation of the EU's social inclusion policy is well known. But why is that so? Are the problems solely connected with how inclusion policies are enforced, or could it just as likely be the way policies are designed that creates challenges? This book explores experiences with inclusion policy implementation in seven different post-socialist EU countries. It focuses particularly on two groups of people in constant danger of social exclusion: people with Roma background and people with disabilities. So far, researchers have studied these issues primarily through policy analysis, and thus not provided knowledge on what actually happens in local contexts where welfare services are produced. This book sheds light on implementation processes at different levels, both at the policy level and in local welfare production. The picture painted here is one of complex and conflicting considerations in inclusion policy implementation, between historical and cultural heritage from the communist period, and EU inclusion policy based on Western European political principles. This book will appeal to undergraduate and post-graduate students, as well as postdoctoral students in social science, disability studies, educational science, and others. The book will also be useful for researchers and others interested in the development of inclusion policies and EU integration issues. Synopsis Politics of (Dis)Integration by : Sophie Hinger

This open access book explores how contemporary integration policies and practices are not just about migrants and minority groups becoming part of society but often also reflect deliberate attempts to undermine their inclusion or participation. This affects individual lives as well as social cohesion. The book highlights the variety of ways in which integration and disintegration are related to, and often depend on each other. By analysing how (dis)integration works within a wide range of legal and institutional settings, this book contributes to the literature on integration by considering (dis)integration as a highly stratified process. Through featuring a fertile combination of comparative policy analyses and ethnographic research based on original material from six European and two non-European countries, this book will be a great resource for students, academics and policy makers in migration and integration studies. Book Presentation: On April 22, 2021, the University of Sheffield hosted the book presentation on “Politics of (Dis)Integration”. During this event, the editors, Sophie Hinger and Reinhard Schweitzer, discussed the book. The event was chaired by Aneta Piekut and Jean-Marie Lafleur was the discussant. Synopsis From Victimhood to Citizenship by : András Bíró, Nicolae Gheorge, Martin Kovats et al.

This book is intended as an invitation and a challenge to all concerned with the situation of roma to discuss crucial issues in order to clarify key concepts. ideally such critical reflection will lead to the formulation and adoption of more effective strategies for resolving the seemingly intractable problems hindering roma integration at a time when pro-roma eu policies are facing ever-growing threats. This project evolved over a three-year period starting with the reflections of andrás Bíró, prompted by the disappointing results of over two decades of activism in the supposedly more liberal climate of post- Communist democracy. These thoughts in turn stimulated insightful responses from Nicolae Gheorghe and Martin Kovats. These authors do not shrink from expressing forthright views, as in discussing the apparent conflict between certain human rights values and what some regard as ‘traditional’ roma culture and in exploring difficulties and ambiguities implicit in using the term ‘roma’. The respective merits of ethnically based roma political parties as opposed to a civic approach are also examined. These three chapters form the core of the book but the goal of encouraging wider debate was taken a step further by circulating these texts to activists and intellectuals, who were then invited to discuss them at a two-day workshop. an edited version of their exchanges forms the fourth chapter of the book, which is concluded by the vision of a possible way forward by the prominent roma activist Željko Jovanović. While no straightforward solutions are offered the pre-eminence of the main contributors and the lively ensuing conference arguments guarantee that this book will become a touchstone for future debate. Synopsis European Roma Integration Efforts by : Morag Goodwin

This book reflects critically upon integration efforts towards Europe's Romani populations. The last few years have seen a renewed focus on the integration of Europe's Romani populations. This collection of essays offers a series of snapshots, drawn up by scholars from different disciplines, and examines a variety of integration efforts, at different levels and involving a range of institutional actors. Taken together, these essays offer important insights into where we are now. These papers are the product of a 2012 workshop hosted by the Fundamental Rights and Constitutionalism Research Group (FRC) of the Vrije Universiteit Brussel. FRC is Belgian human rights rapporteur to the Fundamental Rights Agency and has so far authored several reports on the non-discrimination status of minorities and the Roma in particular. Synopsis European Citizenship and Social Integration in the European Union by : Jürgen Gerhards

Since 2008, the European Union has been affected by one of the most severe crises in the history of Europe. This book builds on the work of Jürgen Habermas to answer the key question: is Europe strong enough to overcome the recent crisis? Arguing that recovery can only take place if the citizens of Europe regard themselves as members of a socially integrated European society, this volume sets out three conditions for successful European social integration: European citizens mutually respect each other as equals, accepting that all EU citizens should have equal economic, political and social rights. Those citizens objecting to the idea of European equality should not constitute a minority with potential for mobilisation that could impede the ongoing process of European social integration. Europeans act upon their equality beliefs in everyday practice – without differentiating between nationals and EU migrants. Based on a survey carried out in Germany, Spain, Poland and Turkey, the authors argue that the requirements for a socially integrated Europe are largely in place already. Their findings allow for optimism regarding the future of the EU, as the cultural foundations for a democratisation of Europe are laid. This volume develops a theoretical framework of a socially integrated European community, and will be useful for students and scholars of sociology, citizenship studies, social policy, political science and European studies.
