The book investigates the scope and limitations of the transformative power of EU enlargement in the Western Balkans. The extension of EU enlargement policy to the region has generated high expectations that enlargement will regulate democratic institution-building and foster reform, much as it did in Central and Eastern Europe. However, there is very little research on whether and how unfavourable domestic conditions might mitigate the transformative power of the EU. This volume investigates the role of domestic factors, identifying ‘stateness’ as the missing link between the assumed transformative power of the EU and the actual capacity to adopt EU rules across the region. Including chapters on Croatia, Serbia, Macedonia, Albania, Kosovo, and Bosnia-Herzegovina, leading scholars in the field offer up-to-date comparative analysis of key areas of institutional and policy reform; including state bureaucracy, rule of law, electoral management, environmental governance, cooperation with the International Court of Justice, economic liberalization and foreign policy. Looking to the future and the implications for policy change, European Integration and Transformation in the Western Balkans provides a new theoretical and empirical focus on this little understood area. The book will be of interest to scholars and students of EU politics, comparative democratisation, post-communist transitions and Balkan area studies.

This book sheds light on the contradictions underlying the European Union enlargement process, specifically to the Western Balkans, challenging the common assumption that the integration of an extended European space might be possible without mutual transformation of the institutions and agencies involved. Sekulić maps the institutional dimension of the accession process, and analyses how the conditionality principle shapes and constrains the space for negotiation within the EU. Combining ethnographic research with the discourse analysis of the European Commission’s reports and documents from 2008 to 2019 concerning the Western Balkan countries, the book also explores the perceptions and agency of the individuals involved in this process. This book investigates and explains the European Union’s approach to conflict resolution in three countries of the Western Balkans: Bosnia and Herzegovina, Macedonia and Kosovo. In doing so, it critically interrogates claims that the EU acts as an agent of conflict transformation in its engagement with conflict-affected states. The book argues, contrary to the assumptions of much of the existing literature, that rather than seeking the transformation of conflicts, the EU pursues a more conservative strategy based on the regulation of conflict through the promotion of institutional mechanisms such as consociational power sharing and decentralisation. Drawing on discourse analysis of documents, speeches, and interviews conducted by the author with European Union officials and policy-makers in Brussels and the case-study countries, the book offers a theoretically grounded, methodologically rigorous and empirically detailed analysis of EU policy preferences, of the ideas that underpin them, and of how those preferences are legitimised. This book will be of key interest to scholars, students and practitioners interested in ethnic conflict and conflict resolution, the politics of the Balkans, and the external and foreign policies of the EU.

2012 Outstanding Academic Title, Choice Magazine Embracing Democracy in the Western Balkans offers a comparative, cross-regional study of the politics and economics of Serbia, Croatia, Bosnia, Macedonia, Montenegro, Kosovo, and Albania from 1999 to the present. It was during this period that the first wave of post-communist regime transition ended and the region became more deeply involved in the challenges of democratic consolidation. Lenard J. Cohen and John R. Lampe explore the legacies of communist rule, the impact of incentives and impediments on reform, and the magnetic pull of European Union accession. The authors ask whether the Western Balkans are embracing democracy by creating functional, resilient institutions—governmental, administrative, journalistic, and economic—and fostering popular trust in the legitimacy of those institutions.

The Western Balkans have seen rapid changes since the end of the violent conflicts in the 1990s. The EU has been one of the main drivers for change, focusing on the political, economic and social transformation of the region to prepare the countries for membership in the Union. EU enlargement has never before been this complex and inter-connected with processes of state-building and democratization. It can be argued that the EU is actively involved in state-building. By focusing on a number of case-studies, it will be demonstrated how complex the transformation towards independent statehood and modern democratic governance has been (and continues to be) for most Western Balkan states. While some chapters focus explicitly on the role of the EU in these transformative procedures, others discuss the role of outside influences on state-building, democratization and independent governance more implicit. The picture painted is one of multiple and inter-connected alterations that have long-term consequences for the political systems of the region. This book was published as a special issue of Nationalities Papers.

The Western Balkans region has come a long way over the last two decades in achieving economic and social progress. With a population of 17.6 million, the region today boasts a combined gross domestic product (GDP) of close to EUR 100 billion, an average GDP per capita of about EUR 5 400 and a comprehensive process of integration with the European Union.

The efforts of these states to join the European Union and the reconciliation initiatives between the countries are detailed in this research paper. Despite the efforts of the countries of the region and of the EU, a lot of work is needed before these countries will become sufficiently mature in political, economic and societal sense to become members of the European Union. The promotion of dialogue, grassroots movements, civil society and cross-border projects is needed in order to tackle unresolved problems in the region.

The book analyses the changing roles of international agencies, governmental bodies, non-governmental organisations, and local communities around major road-building environmental impact assessment processes in order to examine whether the influence of the European Union has transformed environmental governance in Bosnia-Herzegovina and in Serbia.

Today, more than fifteen years after the end of the wars that accompanied Yugoslavia's dissolution, the "Balkan question" remains more than ever a "European question". In the eyes of many Europeans in the 1990s, Bosnia was the symbol of a collective failure, while Kosovo later became a catalyst for an emerging Common Foreign and Security Policy (CFSP). In the last decade, however, the overall thrust of the EU's Balkans policy has moved from an agenda dominated by security issues related to the war and its legacies to one focused on the perspective of the Western Balkan states' accession to the European Union. This Chaillot Paper, which features contributions from authors from various parts of the region, examines the current state of play in the countries of the Western Balkans with regard to EU accession. It brings together both views from the Balkans states themselves and overarching thematic perspectives. For the first time the European Union has become involved in the formation of new nation-states that also aspire to become members of the Union. The EU's transformative power has proved effective in integrating established states; now it is confronted with the challenge of integrating new and sometimes contested states. Against this background, this paper makes the case for a concerted regional approach to EU enlargement, and a renewed and sustained commitment to the European integration of the Western Balkans.

This book explores the stagnation of democracy in the Western Balkans over the last decade. The author maps regional features of rising authoritarianism that mirror larger global trends and, in doing so, outlines the core mechanisms of authoritarian rule in the Balkans, with a particular focus on Serbia, Montenegro and Macedonia. These mechanisms include the creation of constant crises, the use of external powers to balance outside influences, as well as state capture. The authoritarian patterns exist alongside formal democratic institutions, resulting in competitive authoritarian regimes that use social polarization to retain power. As the countries of the Western Balkans aspire, at least formally, to join the European Union, authoritarianism is often informal.
