This book examines the influence of the European Commission and the European Court of Justice in the political and legal enforcement of member state compliance in the EU. Synopsis European Integration and Supranational Governance by : Wayne Sandholtz

The European Union began in 1957 as a treaty among six nations but today constitutes a supranational polity - one that creates rules that are binding on its 15 member countries and their citizens. This majesterial study confronts some of the most enduring questions posed by the remarkable evolution of the EU: Why does policy-making sometimes migrate from the member states to the European Union? And why has integration proceeded more rapidly in some policy domains than in others? A distinguished team of scholars lead by Wayne Sandholtz and Alec Stone Sweet offers a fresh theory and clear propositions on the development of the EU. Combining broad data and probing case studies, the volume finds solid support for these propositions in a variety of policy domains. The coherent theoretical approach and extensive empirical analyses together constitute a significant challenge to approaches that see the EU as a straightforward product of member-state interests, power, and bargaining. This volume clearly demonstrates that a nascent transnational society and supranational institutions have played decisive roles in constructing the European Union.

Synopsis Governance in EU Institutions: The Commission or Consensus as Effectiveness by : Johannes Wiedemann

Seminar paper from the year 2010 in the subject Politics - Topic: European Union, University of Flensburg, course: Course „European Governance“, language: English, abstract: The concepts of governance have the advantage of including the informal aspect of decision-making into their scope of analysis. The intention of this paper is the application of a fitting conceptual derivative of governance on the decision making process inside the institutional framework of the Commission of the European Union. The notion to be tested is the one of the Commission being by its institutional heritage inclined to promulgation of consensus among its principal actors, the members of the college of Commissioners. So what kind of governance might be characteristic for the Commission? The political setting is that of the European Union, which is on the one hand an intergovernmental organization of member states on equal terms, but on the other hand a political institution. Apart from partly being established on a supra-national echelon, which is rationally designed and controlled for the purpose action and intervention to foster economic prosperity and integration in accordance with the concepts of functional and rational-choice institutionalism characteristic for social and political institutions of modernity. As the EU is itself an extension of the mostly politically pluralistic and socially fragmented Member States (MS), certain elements and processes influencing the promulgation of the political will on all legislative governmental echelons are present in the context of governance in the European Union as well. The hypothesis of this paper consists of the following notions: Due to the “sui generis”-character the EU,1 employing decisions by consensus even on intergovernmental as well as on supranational level is most effective politics possible. Applying concepts of governance to the Commission‟s competences, institutional framework and formal as well as , if perceptible, informal decision-making procedures and customs, will show that although the Commission matches no distinct concept currently present in academia, it very well fulfils basic requirements of „good‟ governance. Even as the supra-national institution per se, the Commission acts according to these notions.

Synopsis Supranationalism in the New World Order by : Paul Close

Supranationalism in the New World Order argues that in the post-Cold War distribution of global power and configuration of global players, the European Union is just one among a growing number of regional regimes that are acquiring prominent roles in the process of global governance, to some extent through the operation of differentiated zones of geo-political management.

Synopsis The European Union and Global Governance by : Dr Jens-Uwe Wunderlich

The European Union and Global Governance: A Handbook aims to analyse contemporary debates in European Studies in order to provide lessons for the development, design and normative evaluation of global governance. It brings together scholars of European studies and international relations, where much of the literature on regional and global governance is located, thereby providing interdisciplinary lessons from the study of European Union and its governance that can be used to re-evaluate processes of global governance. Each chapter examines methodological, theoretical or empirical discussions within European studies in order to draw insights for current developments in global governance.

Synopsis Leadership and Negotiation in the European Union by : Jonas Tallberg

In this 2006 book, Jonas Tallberg offers a novel perspective on some of the most fundamental questions about international cooperation and European Union politics. Offering the first systematic theoretical and empirical exploration of the influence wielded by chairmen of multilateral negotiations, Tallberg develops a rationalist theory of formal leadership and demonstrates its explanatory power through carefully selected case studies of EU negotiations. He shows that the rotating Presidency of the EU constitutes a power platform that grants governments unique opportunities to shape the outcomes of negotiations. His provocative analysis establishes that Presidencies, while performing vital functions for the EU, simultaneously exploit their privileged political position to favour national interests. Extending the scope of the analysis to international negotiations on trade, security and the environment, Tallberg further demonstrates that the influence of the EU Presidency is not an isolated occurrence but the expression of a general phenomenon in world politics - the power of the chair.

Synopsis European Governance and Democracy by : Richard Balme

Considering the future of European integration, this clear and compelling study explores the interplay between collective action and democracy in the European Union and its member states. Richard Balme and Didier Chabanet analyze the influence of supranational governance on democratization through a wealth of case studies on a broad range of civil society interests, including regional policy, unemployment and poverty, women's rights, migration policy, and environmental protection. The authors trace the evolving relationship between citizens and European institutions over the past decades, especially as public support for deepening and widening integration has waned. This trend culminated in a deep institutional crisis precipitated by the rejection of the draft constitutional treaty in France and the Netherlands in 2005. At least two truisms were proven wrong during this tumultuous period: that European citizens have little interest in European integration and that citizens have little influence on EU politics. However, this power shift has left citizens with a deep distrust of integration and EU institutions with limited capacities to cope with issues the public considers priorities-primarily unemployment and social inequalities. The book shows how Europe-wide interest groups formed and protesters were able to mobilize around key issues of integration. The authors convincingly argue that the growth of contentious social movements has also been nourished by the EU policy process itself, which leaves more room for interest groups and protest politics than for political parties and representative democracy. An essential primer on European democracy, this study will be invaluable for scholars and students in European politics and public policy, globalization and democracy, and comparative social movements.

Synopsis Europe's Future by : Sergio Fabbrini

Sergio Fabbrini proposes a way out of the EU's crises, which have triggered an unprecedented cleavage between 'sovereignist' and 'Europeanist' forces. The intergovernmental governance of the multiple crises of the past decade has led to a division on the very rationale of Europe's integration project. Sovereignism (the expression of nationalistic and populist forces) has demanded more decision-making autonomy for the EU member states, although Europeanism has struggled to make an effective case against this challenge. Fabbrini proposes a new perspective to release the EU from this predicament, involving the decoupling and reforming of the EU: on the one hand, the economic community of the single market (consisting of the current member states of the EU and of others interested in joining or re-joining it); and on the other, the political union (largely based on the eurozone reformed according to an original model of the federal union).
