In the wake of the Balkan wars, the EU has worked hard to close the so-called 'capabilities-expectations gap' in the European Security and Defence Policy (ESDP). With the institution of new political and military structures and procedures, the agreement on principles for consultation and cooperation with other international organizations, the adoption of an acquis sécuritaire, and the launching of twenty ESDP operations, the EU has affirmed its operational capacity in ESDP. The proliferation of the EU's institutional and operational mechanisms to manage crises on its doorstep and farther afield has led to a whole series of new legal and policy questions, which were addressed at the 37th edition of the T.M.C. Asser Institute's Colloquium on European Law in 2007. The contributions by leading academics and practitioners to the Asser Colloquium have been expanded and updated in the light of the Lisbon Treaty and are now available in this unique compilation.

The European Union is increasingly being asked to manage crises inside and outside the Union. What capacities does the EU have to manage such crises? Why and how have these capacities evolved? How do they work and are they effective? International demand for military crisis-management missions continues to grow and demand for troops continues to outstrip supply. Like other Western democracies, European Union member states, because of their wealth, relative military competence and commitment to human rights, bear a particular responsibility to expand the international communitys capacity for action. But while the EU has succeeded in defining a complex military-technical and political-strategic framework to boost its role and that of its member states in crisis management, its performance so far has fallen well short of its ambitions. This paper analyses what the EU wants to be able to do militarily its level of ambition and contrasts this aspiration with the current reality. To explain the gap between the two, the paper examines national ambitions and performance across the EU and analyses their domestic determinants using the examples of Austria, Germany and the United Kingdom. The paper concludes by suggesting that the EU might need to strike a new balance between the inclusiveness and the effectiveness of its activities in this area if it wants to increase its military crisis-management performance and live up to its declared ambitions.

This book accounts for transformations in the EU’s Common Security and Defence Policy (CSDP)during fifteen years of operations (2001-2016), and argues that the EU evolved into a softer and more civilian security provider, rather than a military one. This learning process was driven by transnational communities of experts and practitioners, which acted as engines of change. Giovanni Faleg analyses two innovative concepts introduced in the EU security discourse since the late 1990s: security sector reform (SSR) and civilian crisis management (CCM). Both stem from a new understanding of security, involving the development of non-military approaches and a comprehensive approach to crisis management. However, the implementation of the two policy frameworks by the EU led to very different outcomes.
