This book explores how the rising numbers of refugees entering Europe from 2015 onwards played into fears of cultural, religious, and ethnic differences across the continent. The migrant, or refugee crisis, prompted fierce debate about European norms and values, with some commentators questioning whether mostly Muslim refugees would be able to adhere to these values, and be able to integrate into a predominantly Christian European society. In this volume, philosophers, legal scholars, anthropologists and sociologists, analyze some of these debates and discuss practical strategies to reconcile the values that underpin the European project with multiculturalism and religious pluralism, whilst at the same time safeguarding the rights of refugees to seek asylum. Country case studies in the book are drawn from France, Germany, Greece, Hungary, Italy, the Netherlands, Poland, Spain, Sweden, and the United Kingdom; representing states with long histories of immigration, countries with a more recent refugee arrivals, and countries that want to keep refugees at bay and refuse to admit even the smallest number of asylum seekers. Contributors in the book explore the roles which national and local governments, civil society, and community leaders play in these debates and practices, and ask what strategies are being used to educate refugees about European values, and to facilitate their integration. At a time when debates on refugees and European norms continue to rage, this book provides an important interdisciplinary analysis which will be of interest to European policy makers, and researchers across the fields of migration, law, philosophy, anthropology, sociology, and political science. Media have played an important role in framing the public debate on the “refugee crisis” that peaked in autumn of 2015. This report examines the narratives developed by print media in eight European countries and how they contributed to the public perception of the “crisis”, shifting from careful tolerance over the summer, to an outpouring of solidarity and humanitarianism in September 2015, and to a securitisation of the debate and a narrative of fear in November 2015. Overall, there has been limited opportunity in mainstream media coverage for refugees and migrants to give their views on events, and little attention paid to the individuals’ plight or the global and historical context of their displacement. Refugees and migrants are often portrayed as an undistinguishable group of anonymous and unskilled outsiders who are either vulnerable or dangerous. The dissemination of biased or ill-founded information contributes to perpetuating stereotypes and creating an unfavourable environment not only for the reception of refugees but also for the longer-term perspectives of societal integration.

New forms of solidarity are being shaped as a response to the European “refugee crisis.” The state—in the form of national governments—has not been able to implement any viable or sustainable solution to the crisis, but the solidarity movement has been very visible and active in European countries. This book offers a conceptualization of three types of solidarity: autonomous, civic, and institutional solidarity. This framework is applied to three case studies, illustrating the emergence of different forms of solidarity: the City Plaza Hotel in Athens, the Danish “friendly neighbors,” and Barcelona as refuge city.

This book examines the ‘European refugee crisis’, offering an in-depth comparative analysis of how public attitudes towards refugees and humanitarian dispositions are shaped by political news coverage. An international team of authors address the role of the media in contesting solidarity towards refugees from a variety of disciplinary perspectives. Focusing on the public sphere, the book follows the assumption that solidarity is a social value, political concept and legal principle that is discursively constructed in public contentions. The analysis refers systematically and comparatively to eight European countries, namely, Denmark, France, Germany, Greece, Italy, Poland, Switzerland and the United Kingdom. Treatment of data is also original in the way it deals with variations of public spheres by combining a news media claims-making analysis with a social media reception analysis. In particular, the book highlights the prominent role of the mass media in shaping national and transnational solidarity, while exploring the readiness of the mass media to extend thick conceptions of solidarity to non-members. It proposes a research design for the comparative analysis of online news reception and considers the innovative potential of this method in relation to established public opinion research. The book is of particular interest for scholars who are interested in the fields of European solidarity, migration and refugees, contentious politics, while providing an approach that talks to scholars of journalism and political communication studies, as well as digital journalism and online news reception.

This book provides an explanation for the fundamental disagreement pertaining to immigration and asylum in Europe. Since the collapse of consensus with the end of the Cold War, immigration and asylum have increasingly emerged as a central socio-political issue in Europe. The present work attempts to move beyond the complexity of ‘managing’ migratory flows by focusing on the most daunting issues arising from the response to the ‘refugee crisis’ in Europe. This debate is intimately connected to borders, security, belonging, citizenship and labour precarity/inequality. The book addresses some crucial dimensions related to the migration and asylum dissensus by providing an integrated frame of analysis from the point of view of resistance, rather than that of power. It connects notions of belonging and the migrant integration with the processes of de-democratisation, racist populism, citizenship and authoritarian migration regimes, and contributes towards a theory of the asylum and immigration dissensus by examining the potential for transition towards a society of equality and rights. The author proposes that the encounter(s) with surplus populations in Europe, which result in the multiplication of liminal regimes as well as spaces for resistance, generates potential for social imaginaries, promising a society unimaginable in previous epochs. This book will be of much interest to students of migration and border studies, global governance, European politics and International Relations.

An unprecedented number of people is currently on the move seeking refuge in Europe. Large parts of European societies respond with anxiety and mistrust to the influx of people. Nationalist, anti-migrant parties from Slovakia over Germany to the UK have gained increasing support among the electorate and challenge the political mainstream. Europe is struggling how to respond. While the search for solutions is ongoing one pattern seems to be emerging: Fortress Europe is in the making. Unfortunately, few of these discussions and measures consider the structural root causes and dynamics of migration, the motives of migrants or societal challenges more thoroughly. This book seeks to address this deficit. Taking migration and asylum policies as a starting point, it analyses the various dimensions underpinning migration. In doing so, it identifies why receiving countries are in many ways part of the problem. To eschew an overtly Euro-centric perspective and stimulate a debate between science and politics, it contains contributions by academics and practitioners alike from both shores of the Mediterranean.

Syrians crossing the Mediterranean in ramshackle boats bound for Europe; Sudanese refugees, their belongings on their backs, fleeing overland into neighboring countries; children separated from their parents at the US/Mexico border--these are the images that the Global Refugee Crisis conjures to many. In the news we often see photos of people in transit, suffering untold deprivations in desperate bids to escape their countries and find safety. But behind these images, there is a second crisis--a crisis of arrival. Refugees in the 21st century have only three real options--urban slums, squalid refugee camps, or dangerous journeys to seek asylum--and none provide genuine refuge. In No Refuge, political philosopher Serena Parekh calls this the second refugee crisis: the crisis of the millions of people who, having fled their homes, are stuck for decades in the dehumanizing and hopeless limbo of refugees camps and informal urban spaces, most of which are in the Global South. Ninety-nine percent of these refugees are never resettled in other countries. Their suffering only begins when they leave their war-torn homes. As Parekh urgently argues by drawing from numerous first-person accounts, conditions in many refugee camps and urban slums are so bleak that to make people live in them for prolonged periods of time is to deny them human dignity. It's no wonder that refugees increasingly risk their lives to seek asylum directly in the West. Drawing from extensive first-hand accounts of life as a refugee with nowhere to go, Parekh argues that we need a moral response to these crises--one that assumes the humanity of refugees in addition to the challenges that states have when they accept refugees. Only once we grasp that the global refugee crisis has these two dimensions--the asylum crisis for Western states and the crisis for refugees who cannot find refuge--can we reckon with a response proportionate to the complexities we face. Countries and citizens have a moral obligation to address the structures that unjustly prevent refugees from accessing the minimum conditions of human dignity. As Parekh shows, there are ways we as citizens can respond to the global refugee crisis, and indeed we are morally obligated to do so.
