Is the EU able and prepared to deal with emerging Asia? Is an increasingly affluent Asia willing to engage with economically challenged Europe? This book examines the perception of European Union’s identity by the main actors in international relations. Analysing issues related to public discourse in third countries as demonstrated by, amongst others, their political elites, civil society, and think-tanks, the book highlights a ‘normative gap’ with regards to the European Union's self-definition/perception and its perception in the international environment. It also shows that the European Union’s perception of normative power in international relations is not shared consistently by the main principal actor yet is differentiated relative to geographical area and scope of activities undertaken by the EU. It demonstrates that the perception of the EU’s normative identity is a source of the crisis of the European Union as an effective and significant player in the international arena. This volume brings together contributions that conceptualize and measure EU perceptions in the strategic regions around the world in the aftermath of the UK referendum. This book provides perspectives on the relevance of European Studies as a disciplinary category for the Asian region. That being the primary focus, the book serves a larger purpose. First, it provides insights on European society, polity and economy (including European Integration) as they are accounted in European Studies. The epistemological character of the knowledge thus conveyed has larger credibility and reliability such that they can become policy inputs and imaginations for strengthening Asian-European relationship. This approach helps overcome the trap of subjectively motivated discourses on Europe which may fail potential collaborations between the regions. Second, the design and discursivity of European Studies will be an instruction to the Asian region on the constitutive potential of regional studies in society-building. Third, the book works towards building the idea of “Europe” in terms of international law, in the minds of Asian students, researchers and decision-makers. This book explores the images and perceptions of the EU in the eyes of their Strategic Partners. Spanning four continents, these ten important global actors – the BRICS together with the USA, Canada, Japan, South Korea and Mexico – are of profound significance to the EU in economics, politics, security and global governance. In 2015, the volume’s editors and contributors were commissioned by the European External Action Service to research these countries’ perceptions towards the EU. The research highlights how in changing multilateral settings, images and perceptions significantly influence the behaviour and foreign policy choices of actors. The findings presented in this book helped to inform the content and focus of the 2016 EU Global Strategy, and will be of interest to scholars, students and practitioners of EU foreign policy, European integration and public diplomacy.

This book contributes to the literature on the EU’s role in the international system by engaging with the debates on global actorness and mapping new conceptual and theoretical avenues to better understand how agency and power are exerted at the global and regional levels, in a context of increased contestation of the international liberal order. Organised around three main lines, the book first looks at how the EU positions itself internationally in different policy areas, providing a multi-dimensional reading of EU policies, instruments, and practices; secondly, it engages with the EU’s own perspective toward its regional contexts and with the perspectives of regional actors on the EU; and, thirdly, it explores non-European perspectives on EU actorness, as the way the EU is perceived by others in this system of contested leadership is central to how it is understood in terms of policies, instruments, and overall capability to lead and act as a global power.

This interdisciplinary work presents a conceptual framework and brings together constructivist and rationalist accounts of how EU norms are adopted, adapted, resisted or rejected. These chapters provide empirical cases and critical analysis of a rich variety of norm-takers from EU member states, European and non-European states, including the rejection of EU norms in Russia and Africa as well as adaptation of EU practices in Australia and New Zealand. Chapters on China, ASEAN and the Czech Republic demonstrate resistance to EU norm export. This volume probes differences in willingness to adopt or adapt norms between various actors in the recipient state and explores such questions as: How do norm-takers perceive of the EU and its norms? Is there a ‘normative fit’ between EU norms and the local normative context? Similarly, how do EU norms impact recipients’ interests and institutional arrangements? First, the authors map EU norm export strategies and approaches as they affect norm-takers. Second, the chapters recognize that norm adoption, adaption, resistance or rejection is a product of interaction and a relationship in which interdependence, asymmetry and power play a role. Third, we see that domestic circumstances within norm-takers condition the reception of norms. This book’s focus on norm-takers highlights the reflexive nature of norm diffusion and that nature has implications for the EU itself as a norm exporter. Should the European Neighbourhood Policy stop at the borders of the European Union’s immediate neighbouring countries? This book is the first full length study of the ’neighbours of the EU’s neighbours’, a concept originally introduced by the European Commission with reference to Saharan Africa, the Middle East and Central Asia. These regions in the EU’s broader neighbourhood are often perceived as an ’arc of crisis’ from which manifold challenges emanate for Europe. This timely book takes stock of the state of the EU’s cooperation with the neighbours of its neighbours and explores how the concept might help promote security, stability and prosperity beyond the countries which are formally part of the European Neighbourhood Policy. How can the EU create bridges between these regions? What instruments does the EU have at its disposal and how can it link them in order to respond to the challenges and overcome the current fragmentation? One of the conclusions is the suggestion to consider a pragmatic ’EU Strategy for the Neighbours of its Neighbours’ which addresses the needs of the broader EU neighbourhood in a more systematic and consistent manner and helps transform in the long run the ’arc of crisis’ into another ’ring of friends’.
