The EU’s internal borders have become mostly invisible. Today, external borders are at the centre of controversy about an alleged 'fortress Europe'. This book looks both backward and forward with regard to the European Union’s political strategies towards its neighbouring countries. By bringing together the perspectives of critical geopolitics, policy studies and border studies, it presents a comprehensive review of the European Neighbourhood Policy and how it impacts the ongoing construction of the EU’s external frontiers. Is the EU committed to promoting integration in a ‘wider’ European space, or is a “fortress Europe” emerging where the strengthening of internal cohesion is coupled with the militarisation of its external borders? The book aims to problematize this question by showing how the EU’s external policies are based on a mixture of openness and closure, inclusion and exclusion, cooperation and securitisation. The European Neighbourhood Policy is a controversial strategy where regionalization and bordering, homogenisations and differentiations, centrifugal and centripetal forces proceed side-by-side, in an explicit attempt to construct a selective, mobile and fragmented border. A specific focus is devoted to the diversity of geo-strategies the EU is pursuing in its neighbouring countries and regions, macro-regional strategies and cross-border cooperation initiatives as new scales of cooperation, and the role of other global players.

This book addresses tourism and its development in the post-communist context of Central and Eastern Europe (CEE). Although it has been over 30 years since many countries of Central and Eastern Europe embarked on the path of transition from state socialism to capitalism and liberal democracy, the ongoing atrocious events in Ukraine bluntly remind us that the perception of CEE as a ‘transition’ region may have been done away with too early and that the legacies of communism continue to influence the reality of the region. Tourism is no exception here. While on the one hand, tourism has significantly contributed to the post-communist restructuring of CEE, on the other, the communist heritage has played (and still plays) an important role in shaping the tourism geographies of the CEE region. The book consists of 14 chapters (divided into two sections), a new introduction and a reflective concluding section. All 14 main chapters in this book were originally published in the Tourism Geographies journal. The aim of the book is two-fold. First, it summarises, distils and highlights the important and often ground-breaking contributions Tourism Geographies has made over the years to the debate on tourism in CEE. Second, it lays foundations for further research on tourism in the post-communist states of CEE. This book will be of great interest to upper-level students, researchers, and academics in various disciplines – human geography, politics, sociology, and tourism studies in general.

After the collapse of the Soviet Union, there were high hopes of Russia’s "modernisation" and rapid political and economic integration with the EU. But now, given its own policies of national development, Russia appears to have ‘limits to integration’. Today, much European political discourse again evokes East/West civilisational divides and antagonistic geopolitical interests in EU-Russia relations. This book provides a carefully researched and timely analysis of this complex relationship and examines whether this turn in public debate corresponds to local-level experience – particularly in border areas where the European Union and Russian Federation meet. This multidisciplinary book - covering geopolitics, international relations, political economy and human geography - argues that the concept ‘limits to integration’ has its roots in geopolitical reasoning; it examines how Russian regional actors have adapted to the challenges of simultaneous internal and external integration, and what kind of strategies they have developed in order to meet the pressures coming across the border and from the federal centre. It analyses the reconstitution of Northwest Russia as an economic, social and political space, and the role cross-border interaction has had in this process. The book illustrates how a comparative regional perspective offers insights into the EU-Russia relationship: even if geopolitics sets certain constraints to co-operation, and market processes have led to conflict in cross-border interaction, several actors have been able to take initiative and create space for increasing cross-border integration in the conditions of Russia’s internal reconstitution.

This book pursues a dual objective: on the one hand, it focuses on the actual and potential roles of civil society in developing new forms of political, economic, and socio-cultural cooperation between the European Union and its neighbours. On the other hand, through this investigation of civil society networks we will contribute to debate on the EU’s role as promoter of greater regional co-operation. The rationale for this collection is thus defined by changing political relationships between the 27-member European Union and countries in its immediate vicinity. These transformations include the ongoing but by no means straightforward process of Turkey’s EU membership, an evolving (and complex) partnership with Russia and the development of deeper political, economic and social relationships with many other neighbouring countries. More specifically, the work presented here involves comparative studies of how the EU is perceived by civil society actors both within and outside the EU. We ask whether the EU’s promotion of cross-border co-operation (e.g. though the European Neighbourhood Policy) is empowering civil society within member states and in neighbouring countries such as Russia, Moldova, Turkey and Morocco.
