It is through a gradual evolution, rather than by grand design, that the somewhat fragmented economic policies of the EU now appear to be heading towards a rather more robust and coherent economic governance. EU Economic Governance and Globalization considers the following crucial question as the EU enters its final stage of institution-building; will the economic institutions of the EU push ahead to reform its rigid national economies and open them up to globalization and international competition? Focusing on telecommunications, air transportation, currency competition, taxation, eastern enlargement and transatlantic relations, the contributors to this book question whether EU standards, regulatory regimes, and policies are flexible enough to bring about a dynamic and open economy. This book sets out a systematisation of the theoretical and conceptual underpinnings of the financial and coordination methods used in EU Economic Governance, offering an empirical investigation into a range of European policy processes.

Reflecting the diverse and profound changes triggered by the latest wave of economic globalization, this book highlights various governance responses at national, regional and global levels. The topics covered are wide-ranging and include economic history and development, European integration, exchange rate arrangements, industrial and labor economics, international cooperation and multilateralism, and public choice. At the end of the 1990s and the start of the new millennium, globalisation was the main buzzword in the social sciences; nowadays, however, this role has been taken over by governance. So much so in fact that the term has earned considerable credit outside of the academia, and has become the topic of heated discussions in public debates as well. Globalisation and governance are, nevertheless, not independent from each other. It is a pity that a full-blown crisis, such as the global financial and economic crisis of 2007-2008, was needed to make it painfully evident that the success of globalisation and the design of good governance mutually presuppose one another; one cannot exist without the other. As globalization exists simultaneously on the global, regional and national levels, the same can be said of governance as well. Consequently, this volume focuses on each of these highly interdependent levels and gives a critical account of economic globalization and governance. István Benczes is an Associate Professor at the Department of World Economy, Corvinus University of Budapest (formerly known as the Budapest University of Economic Sciences). Currently, he is a Fulbright Professor at Indiana University, Bloomington, US. He earned his PhD in Political Economy at Central European University, Budapest. His main research interests include the political economy of European economic integration and economic transformation of Central and Eastern Europe. He has been teaching International Political Economy, International Economics, European Economic Governance and Development Economics for more than a decade. His monograph on Trimming the Sails: The Comparative Political Economy of Expansionary Fiscal Consolidations was published by CEU Press.

The European Union and Global Governance: A Handbook aims to analyse contemporary debates in European Studies in order to provide lessons for the development, design and normative evaluation of global governance. It brings together scholars of European studies and international relations, where much of the literature on regional and global governance is located, thereby providing interdisciplinary lessons from the study of European Union and its governance that can be used to re-evaluate processes of global governance. Each chapter examines methodological, theoretical or empirical discussions within European studies in order to draw insights for current developments in global governance.

The global financial crisis and sovereign debt crisis exposed the inadequacy of European economic governance. Despite the multitude of new mechanisms and institutions that have arisen over the last few years, many contend that economic governance remains inadequate and the EU must integrate even further to calm still-volatile markets. A tension exists between creating effective instruments that will not overstep the authority delegated to an EU that has integrated economically but not politically. Can the EU’s economic governance system satisfy the demands of markets and politics? Relevant issues include the ability of supranational institutions to dictate policy to national governments, the harmonization of economic policies and institutions across Europe, and a substantial increase in the transfer of funds across borders. For years the European Union has been looked on as a potential model for cosmopolitan governance, and enjoyed considerable influence on the global stage. The EU has a uniquely strong and legally binding mission statement to pursue international relations on a multilateral basis, founded on the progressive development of international law. The political vision was for the EU to export its values of the rule of law and sophisticated governance mechanisms to the international sphere. Globalization and the financial crisis have starkly illustrated the limits of this vision, and the EU's dependence on global forces partially beyond the control of traditional provinces of law. This book takes stock of the EU's role in global governance. It asks: to what extent can and does the EU shape and influence the on-going re-ordering of legal processes, principles, and institutions of global governance, in line with its optimistic mission statement? With this ambitious remit it covers the legal-institutional and substantive aspects of global security, trade, environmental, financial, and social governance.
