Bringing together perspectives from Economics, Development and Area Studies, Geography, Anthropology, and Sociology, the book provides local narratives that shed light on some of the different needs, situations, and realities of minority region development among countries in East and Southeast Asia.

The global development experience of the past century has shown that economic growth cannot be sustained without taking into consideration the social and political development of vulnerable populations, including the struggle for minority rights. Within this context, this volume argues for the support of an interdisciplinary discussion that aims to link studies surrounding the development of minorities in Asia.

This summary organizes the theme papers, findings, and recommendations that were presented at the Regional Workshop on Indigenous Peoples and Poverty Reduction, including the proposed regional plan of action that can guide future national approaches to this issue throughout the Southeast Asian region. Wilson, The Asia Foundation Eight countries in East Asia--Japan, South Korea, Taiwan, Hong Kong, Singapore, Thailand, Malaysia, and Indonesia--have become known as the "East Asian miracle" because of their economies' dramatic growth. In these eight countries real per capita GDP rose twice as fast as in any other regional grouping between 1965 and 1990. Even more impressive is their simultaneous significant reduction in poverty and income inequality. Their success is frequently attributed to economic policies, but the authors of this book argue that those economic policies would not have worked unless the leaders of the countries made them credible to their business communities and citizens. Jose Edgardo Campos and Hilton Root challenge the popular belief that East Asia's high performers grew rapidly because they were ruled by authoritarian leaders. They show that these leaders had to collaborate with various sectors of their population to create an environment that was conducive to sustained growth. This required them to persuade the business community that their investments would not be expropriated and to convince the broader population that their short-term sacrifices would be rewarded in the future. Many of the countries achieved business cooperation by creating consultative groups, which the authors call deliberation councils, to enhance accountability and stability. They also obtained popular support through a variety of wealth-sharing measures such as land reform, worker cooperatives, and wider access to education. Finally, to inhibit favoritism and corruption that would benefit narrow interest groups at the expense of broad-based development, these countries' leaders constructed a competent bureaucracy that balanced autonomy with accountability to serve all interests, including the poor. This important book provides useful lessons about how developing and newly industrialized countries can build institutions to implement growth-promoting policies.

The rapid postwar economic growth in the Southeast Asia region has led to a transformation of many of the societies there, together with the development of new types of anthropological research in the region. Local societies with originally quite different cultures have been incorporated into multi-ethnic states with their own projects of nation-building based on the creation of "national cultures" using these indigenous elements. At the same time, the expansion of international capitalism has led to increasing flows of money, people, languages and cultures across national boundaries, resulting in new hybrid social structures and cultural forms. This book examines the nature of these processes in contemporary Southeast Asia with detailed case studies drawn from countries across the region, including Indonesia, Malaysia, the Philippines, Singapore and Thailand. At the macro-level these include studies of nation-building and the incorporation of minorities. At the micro-level they range from studies of popular cultural forms, such as music and textiles to the impact of new sects and the world religions on local religious practice. Moving between the global and the local are the various streams of migrants within the region, including labor migrants responding to the changing distribution of economic opportunities and ethnic minorities moving in response to natural disaster.

Development in Asia faces a crucial issue: the right of indigenous peoples to build a better life while protecting their ancestral lands and cultural identity. An intimate relationship with land expressed in communal ownership has shaped and sustained these cultures over time. But now, public and private enterprises encroach upon indigenous peoples' traditional domains, extracting minerals and timber, and building dams and roads. Displaced in the name of progress, indigenous peoples find their identities diminished, their livelihoods gone. Using case studies from Cambodia, India, Malaysia, and the Philippines, nine experts examine vulnerabilities and opportunities of indigenous peoples. Debunking the notion of tradition as an obstacle to modernization, they find that those who keep control of their communal lands are the ones most able to adapt.

Urbanization occurs in tandem with development. Countries in Southeast Asia need to build - individually and collectively - the capacity of their cities and towns to promote economic growth and development, to make urban development more sustainable, to mitigate and adapt to climate change, and to ensure that all groups in society share in the development. This book is a result of a series of regional discussions by experts and practitioners involved in the urban and planning of their countries. It highlights urbanization issues that have implications for regional - including ASEAN - cooperation, and provides practical recommendations for policymakers. It is a first step towards assisting governments in the region to take advantage of existing collaborative partnerships to address the urban transformation that Southeast Asia is experiencing today.

Asia has undergone strong economic growth since the Second World War. However, it also experiences growing economic and regional disparities brought about by this unprecedented development. Ethnic Chinese in Southeast Asia, like Jews in Central Europe until the Holocaust, have been remarkably successful as an entrepreneurial and professional minority. Whole regimes have sometimes relied on the financial underpinnings of Chinese business to maintain themselves in power, and recently Chinese businesses have led the drive to economic modernization in Southeast Asia. But at the same time, they remain, as the Jews were, the quintessential “outsiders.” In some Southeast Asian countries they are targets of majority nationalist prejudices and suffer from discrimination, even when they are formally integrated into the nation.
